The Area Branch conference of Kannur-2 was held on 17-03-2018 with good participation. Com.V.A.N.Namboodiri, Advisor inaugurated with an elaborate speech. Com.N.P.Giridharan, Area President presided. Coms.P.Manoharan,Circle President,BSNLEU, K.Mohanan, former Circle Secretary,BSNLEU and Working President,CCLU, P.V.Unnikrishnan, Circle Patron, K.R.R.Varma, Circle Org Secreatry, K.Kunhiraman, District Secretary, K.Ramachandran, District Treasure etc addressed.

Coms.N.P.Giridharan and P.Gangadharan were elected President and Secretary, respectively.

Criteria for setting up CGHS Wellness Centre in New and Existing Cities

In a reply to question , it is informed that to set up new CGHS wellness Centre in New City, there has to be a minimum of 6,000 Card holders.

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:-

(a) the number of hospitals, dispensaries and wellness centres under the Central Government Health Scheme (CGHS) in the country, State/UT-wise including Karnataka;

(b) whether the Government has set up any guidelines to cover more number of cities under CGHS to cater to the needs of Central Government employees both working and retired and if so, the details thereof;

(c) whether the Government has received any representation for setting up of additional regional offices of CGHS in Kerala and if so, the details thereof; and

(d) the time by which the said decision is likely to be taken?

(a): Details are at Annexure.

(b): The criteria fixed for setting up a Central Government Health Scheme (CGHS) dispensary in a particular area are as under:-

(i) In an existing CGHS city:- For opening of a new Allopathic CGHS dispensary in an existing CGHS city, there has to be a minimum of 2000 Card holders (serving employees of Central Government and Central Civil pensioners).

(ii) Extension of CGHS to a new City: – For extension of CGHS to a new city, there has to be a minimum of 6,000 Card holders.

(c): Yes; The following representations have been received in this regard:-

(d): A proposal for opening of Allopathic CGHS Wellness Centre at Kochi, Kerala is under consideration of Department of Expenditure.

WFTU congratulates victorious struggle of the Maharashtra farmers of India

The World Federation of Trade Unions, representing more than 92 million members in the 5 continents, congratulates the tens of thousands militant farmers who participates to the great march, struggling for their fair demands.

The great march started on 6th March and the farmers marched from Nasik to Mumbai. During the 200 kilometers march, mass gatherings and solidarity campaigns took place on several regions. The impressive march concluded successfully, forcing the state government to accept in writing the farmers demands.

The class oriented trade union movement demands the prompt implementation of the adopted demands which will improve the living and working conditions of thousands farmers. This struggle is added in the endless list of the victorious struggles which show the path to the popular stratas all over the world.

After SNEA, now AIBSNLEA also has demanded that pension revision of BSNL retirees be made as per the 3rd PRC recommendation of 15% fitment which was approved by the government. In this connection,

BSNLEU will oppose the check-off system tooth and nail.

The Corporate Office is proposing to hold the next Membership Verification through the check-off system. The GM(SR) has written a letter to all the CGMs, unions and associations, calling for their views on the matter. Seven Membership Verifications have already been successfully conducted in BSNL. No complaint from any quarters. Then what is the problem of the Management? Financial crisis of the Company is the reason, according to the Management. Let them stop shedding crocodile tears about the financial crisis of the Company, and come forward to hold meaningful talks with the All Unions and Associations of BSNL, to curtail wasteful expenditure. BSNLEU will oppose the check-off system tooth and nail, because it will give room for maneuverings and malpractices. A letter to this effect is given to the Management. If it does not pay heed, BSNLEU will go in the offensive to stop it.

Former Telecom Minister Dayanidhi Maran discharged from the “illegal telephone exchange” case.

Former Telecom Minister Dayanidhi Maran and his elder brother Kalanidhi Maran were discharged by a CBI Special Court yesterday, from the “illegal telephone exchange” case. Together with them, former chief general managers of Chennai Telephones, K. Brahmmanathan and M.P.Velusamy, were also discharged from the case. The accusation against Dayanidhi Maran is that, he got an unauthorised telephone exchange installed at his residence at Chennai, and misused the BSNL lines for the Sun TV, owned by the Maran brothers, in collusion with the top BSNL officers of Chennai Telephones. The CBI Special Court judge Natarajan stated that, the CBI did not produce sufficient evidence, to prove the charges. Further, the judge also pointed out that the CBI did not even hand over to the Court, the CD containing the call records of the telephone lines that worked at Dayanidhi Maran’s residence. The CBI has to be given award for handling high profile cases so “seriously” !!!

Office Memorandum

Subject: Grant Of Dearness Allowance to Central Government – Revised Rates effective from 1.1.2018.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/9/2017- E-II (B) dated 20th September, 2017 on the subject mentioned above and to say that the President pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 5% to 7% of the basic pay with effect from 2018.

2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and fractions of less than 50 paise may be ignored.

5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2018.

6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

7. In so far as the employees working in the Indian Audit and Accounts Department are Auditor concerned, these orders are issued with the concurrence of the Comptroller General of India.

PROF. STEPHEN HAWKING, THE LEGENDARY SCIENTIST PASSED AWAY.

 

Professor Stephen Hawking

 Stephen Hawking, the legendary British theoretical physicist who explored the mysteries of the universe from his wheelchair and went on to become an inspiring figure globally, died today at his home in Cambridge. He was 76.
Hawking was born in Oxford, England, on January 8 — the 300th anniversary of the death of astronomer and physicist Galileo Galilei.
Hawking suffered from ALS (amyotrophic lateral sclerosis), a neurodegenerative disease commonly known as Lou Gehrig’s Disease, which is usually fatal within a few years. He was diagnosed in 1963, when he was 21, and doctors initially only gave him a few years to live.
But he went on to study at Cambridge and became one of the most brilliant theoretical physicists since Albert Einstein.
