SPECIAL GENERAL BODY MEETING OF GULBARGA DISTRICT BRANCH.

A special general body meeting of Gulbarga district branch was held at E-10 B Exchange, Gulbarga on 21-07-2019. Com. I S Navali, Retd SDE presided over the meeting. The meeting paid homages to the departed members, Coms.H N Mallikarjun and two others. Com. S G Sharanappa ,District Secretary welcomed all and explained the current developments. Com.Ujalambakar also addressed and enlightened about digital applications of Pension Portal. 15 delegates were elected to the Circle Conference being held at Davangere on 20th August, 2019. With vote of thanks by Com.Hameeduddin, the meeting came to end.

MADEKERI DISTRICT CONFERENCE HELD ON 20-07-2019

The second biennial District Conference of Madekeri has been held on 20-07-2019 at Madekeri. Com.T A Keshavaiah, District president controlled the proceedings.Com.Muddaiah, Circle Secretary, in his inaugural address, briefed the conference on the important issues confronting the pensioners including pension revision, delay in payment of medical bills and allowance etc. Com.R G Bhandari, Circle President and Com.H C Prakash, AGS also addressed the conference. After adoption of biennial report and accounts presented by the District Secretary, the conference elected the office bearers unanimously.

Com.V A N Namboodiri, Advisor inaugurated a well organised convention of Alappuzha Area branch held at BSNLEU hall on 20-07-2019. He gave a good account of developments in the recent past including pension revision, wage revision, medical bills/allowance, contract workers wages and the financial crisis of BSNL. Com. N. Guruprasad, Circle Secretary  addressed focusing on organisational issues. Com.K Bhargavan, President presided over the convention. Com.P Surendran, District Secretary  and Com.P Sasidharan, ACS also addressed. Com.T Sobhanan, Area Secretary welcomed and Com.V Madhumony, Asst Secretary proposed vote of thanks.

The relief fund collectd for the struggling contract workers was handed over to Com.P Anilkumar, District Secretary, BSNL CCLU in the convention.

 

 

Why government should ensure capital infusion for the financial revival of BSNL?

BSNLEU demands that the government should ensure BSNL’s financial revival through capital infusion. It is being argued in the media that why should government waste the tax payer’s money for helping BSNL and MTNL. It is nothing but true that, BSNL has not received even a single naya paisa, as financial assistance from the tax payer’s money, during it’s existence of 18½ years. But at the same time, the Times of India dated 17th July, 2019, has reported the government has made a capital infusion of Rs.2.69 lakh crore in the public sector banks during 2018-19 and 2019-20. This capital infusion is made to help the public sector banks, which have written off  lakhs of crores of rupees as bad loans. It must be remembered that, a bulk of these bad loans are taken by the big corporates and not returned by them. The capital infusion made by the government is only to enable the public sector banks to give fresh loans to the big corporates. So, when the government can make capital infusion of Rs.2.69 lakh crores in the Public Sector banks, and that too within a period of two years, why can’t it make capital infusion for the financial revival of BSNL? Our demand is more justified because, it is only because of the anti- BSNL steps of the government, that BSNL has been ruined.

COM.S N SARMA BEREAVED

It is regretted to report that Ms. Bimala Devi, mother of Com.S N Sarma, Circle Secretary Assam passed away at early morning on 18th July,2019. She was 90  and the end came at his residence in Guwahati. Ms.Bimala Devi was actively involved in social activities and was prominent among the local population, particularly women. Cremation was held on the same day in the presence of a large gathering. AIBDPA comrades also attended under the leadership of Com.M R Das,AGS and paid last respects.

CHQ is saddened and pays respectful homages to Ms.Bimala Devi and conveys heartfelt condolences to Com. S N Sarma and other family members.

 

PENSION REVISION – MEETING WITH DDG (ESTT)

Com. K G Jayaraj, General Secretary had a detailed discussion with Shri. S K. Jain, DDG (Estt), Department of Telecommunications on 18th July, 2019 on pension revision of BSNL retirees from 01-01-2017.

The DDG has stated that reply to the letter from Department of Pension & Pensioners Welfare has been sent some 15 days ago. When asked about the contents of the letter, DDG replied   they have sought the consent of the DOP&PW to revise the pension without wage revision. He further stated that it is a must to prepare the cabinet note.

The wages of the BSNL contract workers are in arrears for six to nine months and some of the poor workers had to resort to the extreme step of suicide. But the statement of the Communications Minister in the Parliament shows that the government is still not concerned of the grave situation.

“Due to fall in revenue, payment of salary of employees and statutory payments are the first priority. Thereafter, bills of contractors, etc., are taken into consideration for payment,” Communications Minister Ravi Shankar Prasad said in a written reply to the Lok Sabha.

Office Memorandum

Sub :- Revision of pension w.e.f. 1.1.2006 of Pre-2006 pensioners who retired from the 5th CPC scale of Rs. 6500-10500/- or equivalent pay scale in the earlier Pay Commission periods.

Instructions have been issued vide this Department’s OM of even number dated 4.1.2019 that for the purpose of revision of pension/family pension w.e.f. 1.1.2006 under para 4.2 of the O.M. dated 1.9.2008, the Grade Pay of Rs. 4600/- may be considered as the corresponding Grade pay in the case of pre-2006 pensioners who retired/died in the 5th CPC scale of Rs. 6500-10500/- or equivalent pay scale in the earlier Pay Commission periods.

It was also provided that the revised pension w.c.f. 1,1.2006 in terms of para 4.2 of OM dated 1.9.2008, for the pre-2006 pensioners who retired from the pay scale of Rs, 6500-10500/- in the 5 th CPC or equivalent pay scales in the earlier Pay Commissions would be Rs. 8345/-.

The entries at serial number 13 in the annexure of this Department’s OM No. 38/37/08- P&PW(A) dated 28.1.2013 were also revised accordingly.

This Department has issued concordance tables for revision of pension, w.e.f. 1.1.2016, of pre-2016 pensioners by notional fixation of pay in the 7th CPC vide this Departments OM dated 6.7.2017, Tables No.24 & 25 in these concordance tables indicated the revised pension/family pension based on the corresponding 6th CPC grade pay of Rs. 4200/- in respect of pre-2006 pensioners/family pensioners who retired/died in the 5th CPC scale of 6500-10500/- or equivalent pay scale in the earlier Pay Commission periods.

Consequent on the decision to consider the Grade Pay of Rs. 4600/- as the corresponding Grade pay in the case of pre-2006 pensioners who retired/died in the 5th CPC scale of Rs. 6500-10500/- or equivalent pay scale in the earlier Pay Commission periods and based on the fitment tables provided by Ministry of Finance (Department of Expenditure), Tables No.24 & 25 have been revised.

Accordingly, revised concordance Tables No.24 & 25 arc enclosed herewith.

All the Ministries/Departments are requested to revise pension/family pension w.e.f. 1.1.2016 in respect of pre-2006 pensioner family pensioners who retired/died in the 5th CPC scale of Rs. 6500-10500/- or equivalent pay scale in the earlier Pay Commission periods using the concordance tables enclosed herewith.

The other provisions/instructions for revision of pension of pre-2016 pensioners, as contained in this Department’s OM of even number dated 12.5.2017 and 6.7.2017 will remain unchanged.

This issues with the approval of Ministry of Finance (Department of Expenditure) vide their OM No. 30-1/33(c)/2016-1.C./E.III,A dated 28.6.2019
