ODISHA CIRCLE CONFERENCE HELD ON 18-05-2025.

The 3rd biennial Circle Conference of Odisha has been held successfully at the Conference Hall of PGMT, BSNL, Bhubaneswar on 18-05-2025.Com. P. K. Nayak, Circle President controlled the proceedings. Com. P. K. Panigrahy, Circle Secretary moved the resolution of condolences and one minute silence was observed. Circle Secretary then welcomed all and presented the report on activities. Com. C. R. Das, Treasurer placed the audited accounts. Com. A. Dhupal, CHQ Vice President delivered the introductory speech.

Inaugurating the Conference, Com. K. G. Jayaraj, General Secretary explained the functioning of AIBDPA, important issues of Pension Revision, Medical issues, CGHS, Validation of Pension Rules, restoration of commutation after 12years, Notional Increment, Memorandum to 8th CPC, decisions of CEC Meeting held virtually on 07-05-2025 etc. He also replied to issues raised by some of the delegates in the discussion. Com. J Kameswar Rao, Circle Secretary, BSNLEU participated fully. He assured full support and cooperation in strengthening AIBDPA and settling the issues.

15th May 2025 is the 100th birth anniversary of Com.Moni Bose, the former General Secretary of E.III Union and the first Patron of BSNLEU. Since his joining the P&T in the 1945, he was active in the P&T Union movement and participated in the 1946 P&T strike and was terminated from service for leading the proposed 1949 strike.
He was never taken back in service, but continued his service to the workers in the Union till his death in 2010. He fought for the correct policies in NFPTE along with his elder brother and President of NFPTE Com.K.G.Bose.

It was a great moment for the entire telecom workers, when he was elected as the General Secretary of E.III Union in 1991. Later he became President in 1994.

I had the opportunity to work with him for than four decades. He was a comrade in its real meaning. His life partner Com. Jytosna was a partner both in his union activities and personal life. She also passed away two years back.

BSNLEU CHQ is organising a Memorial Meeting at Kolkata on 15th May 2025 , the 100th Birth Anniversary Com.Moni Bose. A Souvenir is also being published on the occasion.

KERALA CIRCLE EXECUTIVE COMMITTEE MEETING HELD ON 13-05-2025.

Kerala Circle has held its Executive Committee meeting on 13-05-2025 at Posts & BSNL Cooperative Society Hall , Alappuzha. The meeting was formally inaugurated by Com.V A N Namboodiri Advisor through an inspiring voice message . Com. K Mohanan, Circle President controlled the proceedings. Com.N Guruprasad, Circle Secretary welcomed all and presented the report for the interim period. Com. R Vikraman Nair, Treasurer presented the audited accounts for 2023-24 and 2024-25.

Com.K G Jayaraj, General Secretary spoke elaborately on the important issues being confronted by the pensioners which included Validation of Pension Rules incorporated in the Finance Bill, 2025, General Strike on 20-05-2025 , Pension Revision, Meet the Pensioner campaign and CGHS issues. The decisions taken by the Central Executive Committee meeting held virtually on 07-05-2025, NCCPA National Executive held on 19-04-20225 were also reported by the General Secretary. Com.M G S Kurup, CHQ Treasurer and Com.Lucy Isac, Convenor, Womens Sub Committee also addressed. All the 11 District Secretaries and 18 Circle Office bearers participated in the discussion and put forward valuable suggestions. Both General Secretary and Circle Secretary replied to the points raised in the discussion. The CEC took important decisions and was concluded by 6PM with vote of thanks by Com.K Mohanan, Circle President.

COM.B K SINGH ,CIRCLE PRESIDENT,BIHAR PASSED AWAY.

CHQ is saddened to report that Com. B. K. Singh, AIBDPA Circle President, Bihar and District Secretary, Katihar has passed away on 09-05-2025.Com. B. K. Singh has contributed immensely in stregthening AIBDPA in Bihar, particularly Katihar. He took up the responsibility of hosting the last Bihar Circle Conference at Katihar and being the General Secretary of the Reception Committee, had made excellent arrangements .

The passing away of Com. B K Singh is a great loss to our AIBDPA. CHQ pays respectful homages to Com. B K Singh and conveys heartfelt condolences to the bereaved family and our Comrades.

6TH BIENNIAL DISTRICT CONFERENCE OF BANGALORE .

6th District Conference of AIBDPA Bangalore District was held on 9-5-2025 at Bangalore . Com.B.T.M.Giri District President presided over the Conference . Com.L.D.Durgad Circle President Com.Muddaiah Circle Secretary ,Com.C.K.Gundanna AGS & Circle President BSNLEU, Com.Irfan Pasha CHQ Treasurer BSNLEU, Sri.B.Venkateshwaralu PGM.Bangalore Telecom District and Sri.Rajasekaran DGM( F) BGTD participated in the Conference and addressed.

Com.Muddaiah Circle Secretary explained in detail regarding Pension Revision and Medical bills/ Medical Allowance of BSNL retirees. Com.Gundanna AGS BSNLEU spoke about all India Strike on 20-5-25 Com.Prakash District Secretary BGTD submitted the report and.Com.Mahesh Sindhe Asst.Treasurer submitted the audited accounts.After detail discussion both report and Accounts were approved. The following office bearers for 2025 to 2027 were unanimously elected:

CGHS BENEFICIARIES CAN REIMBURSE THE COST OF INDENTED MEDICINES PROCURED FROM OPEN MARKET FOR ONE MONTH (28-04-2025 TO 31-05-2025) TO MITIGATE THE DIFFICULTIES DUE TO MIGRATION OF HIMS FROM NIC TO C-DAC.

Subject: Reimbursement of OPD (Indent only) Medicines – Special Sanction in view of Migration of HMIS from NIC to C-DAC

1. In continuation of the efforts to enhance digital infrastructure and service delivery under the Central Government Health Scheme (CGHS), the Hospital Management Information System (HMIS) has been migrated from the NIC platform to the C-DAC platform with effect from 28th April 2025. The new platform is presently undergoing functional optimization to manage the outpatient workload across CGHS Wellness Centres.

2. It has been observed that certain operational challenges have arisen during the transition period, resulting in difficulties being faced by CGHS beneficiaries in availing “Indent” medicines from the Wellness Centres.

3. With a view to mitigating the inconvenience caused to the beneficiaries, and as a one-time special measure, it has been decided that:

1. CGHS beneficiaries shall be permitted to procure medicines for a period of one month only from the open market based on a valid prescription, irrespective of the issuance of a Non-Availability Certificate (NAC), and for the quantity specified in the prescription.

2. A valid prescription shall be deemed to be one where the treatment duration prescribed by the Government Hospital/CGHS Medical Officer/Specialist/CGHS Empanelled Hospital has not expired as on the date of procurement of the medicine.

4. The reimbursement of such medicines shall be admissible upon submission of claims as per the applicable procedure outlined below: Category of Beneficiary Authority for Claim Submission CGHS Pensioner Card holders (including Ex-Members of Parliament) Additional Director, CGHS of the concerned city/zone, after due forwarding by the CMO I/c of the Wellness Centre. Serving Government Employees Administrative Department where the employee is currently posted Hon’ble Members of Parliament Rajya Sabha Secretariat / Lok Sabha Secretariat, as the case may be Beneficiaries of Autonomous Bodies / Air India Respective Autonomous Body / Air India Office

5. Notwithstanding the above provision, CGHS Wellness Centres shall remain 44/103/MCTC/CGHS/2025 I/3765252/2025 functional and beneficiaries may continue to obtain prescribed medicines from the Centres.

6. This special dispensation shall be applicable with effect from 28.04.2025 to 31.05.2025, both dates inclusive.

7. This issue is with approval of competent authority.

CENTRAL EXECUTIVE COMMITTEE MEETING DECISIONS.


          The CEC Meeting was held virtually from 2PM to 7.30 PM on 07-05-2025. Com. M. R. Das, President presided over the meeting. Com. K. G Jayaraj, General Secretary moved the condolence resolution and welcomed all. The meeting congratulated and saluted the Indian Armed Forces for giving a fitting reply to the Pakisthan sponsored terrorist murder of 26 innocent people at Pahalgam.

               Com. V A N Namboodiri inaugurated the meeting with a brief but enthusiastic speech. Thereafter Com. K. G. Jayaraj presented the report on activities for the intervening period since last CEC held at New Delhi on 12-11-2024. Com. M. G S Kurup, Treasure presented the unaudited accounts for the year 2024-25. 30 comrades participated in the discussion that followed and raised several issues and put forward valuable suggestions also. General Secretary replied to the points raised in the discussion.

The CEC Meeting took the following decisions.

(1) Authorised CHQ to chalk out appropriate agitational program for pension revision.

(2) AIBDPA should demand NCCPA to formulate strong agitation Program against validation of Pension Rules Amendment incorporated in the Finance Bill, 2025.

(3) Decided to organise solidarity Dharna in support of the General Strike on 20-05-2025.

(4) Organise Protest demonstration / Dharna at District level on 02-06-2025 against the continuing denial of regular pension and retirement benfits to the 170 ST VRS Retirees of Maharashtra in violation of rules. Email to be sent to Hon’ble Minister of Communications, Secretary, DoT and CMD, BSNL demanding immediate settlement.

(5) Unanimously nominated Com. R S Chouhan, NTR, New Delhi as AGS in the vacant post.

(6) AIC fund @ of ₹ 50 per member be collected and sent directly to the Reception Committee, Coimbatore.

(7) ₹ 5 per member has to be donated to NCCPA as working fund by all the District branches. The amount be sent to CHQ for consolidated payment to NCCPA.

(8) A three member committee was formed with Com. Susanta Kr. Ghosh Vice President, Com. Omprakash Singh, Organising Secretary and Com. Asis Das, Circle Secretary, West Bengal to complete the election of office bearers of Kolkata Telephones Circle.

(9) Decided to accept the  invitation of TUI (P&R) to Com. K. G. Jayaraj to join the TUI(P&R) delegation to the 113 ILO Conference at Geneva on 9-11, June, 2025 and bear the expenditure.

(10) The CEC constituted a committee for amendments to the Constitution with Coms. P. Ashokababu, S. Mohandoss, Susanta Ghosh and R. Muraleedharan Nair. 

The CEC Meeting came to an end with the concluding speech and vote of thanks by Com. M. R. Das.
