CHQ writes to Member (Finance), DoT, on submission of Digital Life Certificate by Pensioners covered under SAMPANN – extension sought.

AIBDPA/ DOT- DLC/2020                                                                                 14th July, 2020

To,

Shri P K. Sinha

Member (Finance),

Department of Telecommunications,

Sanchar Bhawan, 20, Ashoka Road,

New Delhi -110 001

Sir,

Sub: –     Submission of Digital Life Certificate by Pensioners covered under SAMPANN – extension sought – reg.

The Pensioners covered under SAMPANN are required to submit Digital Life Certificate within one year of their date of retirement. The pensioners retired in the months of February, March, April and May were given extension to submit the DLC upto 30-06-2020, considering the peculiar situation prevailing in the country due to the Covid-19 pandemic.

However, the fact remains that most of the Pensioners could not submit the DLC within 30-06-2020 due to the worsening situation of the pandemic, slipping to super spread or rather social spread.

The pensioners need to go to the nearby Akshay Centers to generate the Digital Life Certificate and updation by respective CCAs. (It will be appreciable, if the updation is acknowledged to the pensioners individually through SMS). The elders are the most vulnerable section to the pandemic and are warned against going out by the health workers and police. It is also a fact that in many places, even when the pensioners take the risk, the Akshay Centers are found to be closed due to lock down.

In these circumstances, it is requested that the date of submission of Digital Life Certificate, may please be extended upto 30-11-2020.

Awaiting a positive action and

Thanking you,

Yours sincerely

The proposal to start new Allopathic Wellness Centres at Panchkula, Mohali, Gwalior, Kannur, Kozhikode, Nasik, Aurangabad, Ichhapur, Ludhiana, Rohtak, Wadi, Mysuru,  Mandi, Haldwani, Madhurai, Coimbatore, Warrangal, Katni, Chandrapur and Leh was circulated vide your letter referred to above. CHQ writes to CMD BSNL on BSNL VRS Scheme 2019 – Payment of Ex-gratia and Leave Encashment to 5 Halba Community employees of Chandrapur SSA, Maharashtra Circle.

AIBDPA/ BSNL-VRS/2020                                                                                                09-07-2020

To,

Shri P.K. Purwar

CMD, BSNL

Bharat Sanchar Bhawan

Janpath,

New Delhi – 110 001

Sir,

Sub: –     BSNL VRS Scheme 2019 – Payment of Ex-gratia and Leave Encashment to 5 Halba Community employees of Chandrapur SSA, Maharashtra Circle reg.

It has been brought to our notice that the following 5 officials in Chandrapur SSA, Maharashtra Circle, who belong to the Halba Community and who have taken Voluntary Retirement as per BSNL VRS – 2019 have not been paid the Ex-gratia and leave encashment due to them so far.

  1. Shri C.P.Dalal                   – HRMS No. 98504348
  2. Shri R.S.Chandekar, – HRMS No. 98605322
  3. Smt K.P.Borikar – HRMS No. 99003594
  4. Shri D.G.Wadgaonkar – HRMS No. 98311107
  5. Shri H.S. Sonkusare   – HRMS No. 99306243

All the relevant records have been sent by Chandrapur SSA to the Circle Office, Maharashtra Circle, but still the payment is not made on flimsy grounds like delay in receipt, pending court cases etc., whereas no court order or direction exists for withholding any payment.

It is also reported that all similarly placed VRS retirees of the same community in other SSAs of Maharashtra Circle are paid and thus it amounts to gross discrimination.

Non-payment of Ex-gratia and Leave encashment amount is fully unjustified and is causing much difficulty and heart-burning to the concerned officials, who have taken VRS with the hope that some urgently required cash payment will be received as declared by the BSNL management and the government.

You are requested to look in to the matter and be kind enough to direct the Circle office, Maharashtra to make the payment at the earliest.

Thanking you,

Yours sincerely
