BSNL MEDICAL POLICY REVIEW- SUGGESTIONS ON THE BASIS OF DIFFICULTIES BEING EXPERIENCED BY THE PENSIONERS.

  REVIEW OF MEDICAL POLICY BY BSNL

ISSUES TO BE CONSIDERED.

  1. Quarterly Medical Allowance stopped unilaterally in 2012 should be restored without further delay.
  2. Undue delay is being experienced for payment of medical bills both indoor and outdoor. An effective system be evolved for proper processing of the bills according to the priority based on date of receipt of the bill. There is standing instruction by BSNL to give priority to retirees and the same may be retained.
  3. In many SSAs, the number of empanelled hospitals are very less due to lack of initiative by the SSA administration. Therefore to many of the retirees advanced treatment from reputed hospitals are denied. The condition in this regard that prior permission be obtained to seek treatment from hospitals of other SSAs be liberalized to the extent that no prior permission is required to seek treatment from any hospital in the respective Circle.
  4. Retirees also be exempted , on submssion of medical card ,from advance payment of bills in the hospital, as in the case of employees.
  5. Instances are reported wherein medical bill payment denied in the absence of inspection report by the delegated officer in the SSA for admission in the hospitals, even though prior intimation was given by the retiree. Bills should be paid in all cases where in proper intimation is furnished after admission in the hospital.
  6. There is a condition that the medical card should be renewed annually. But there is no mechanism in the SSAs to do it.The period for renewal of the medical card be changed to 5 years and proper arrangement be made for the same.
  7. For hospital treatment only CGHS rates are being paid and there is huge difference from the actual rate paid, as the CGHS rates are not being enhanced periodically. So BSNL may evolve a system to pay a reasonable rate.
