Sub: – Unjustified and unwarranted delay in extending the benefit of 78.2% IDA merger to BSNL pensioners- programme of agitation- intimation thereof – reg.
I am constrained to inform you that this association is compelled to resort to agitation against the unjustified and unnecessary delay in extending the benefits of 78.2% IDA merger to the BSNL pensioners, both pre and post 2007.
As you are well aware, the order granting 78.2% IDA merger as on 01.01.2007 with effect from 10.06.2013 was issued by DOT vide order 64-01/2012- SU dated 10.06.2013 BSNL also issued the order in this regard on the same date, content, of which is the same that of the DOT order. In accordance with the above orders the benefit of 78.2% IDA merger was paid to the serving employees of the BSNL with notional fixation from 01.01.2007 and with prospCCCCective effect from 10.06.2013. However, no arrears was paid, as specified in the order.
This association has been pursuing this issue of extending the benefit to BSNL pensioners ever since the orders were issued and we have met you and other top officers of DOT more than once but unfortunately of no avail despite your intervention. In this context we are forced to believe that certain quarters in DOT is resorting to delay tactics from the very beginning starting with seeking clarification from BSNL as to how they would work out the fixation etc. as if DOT has no clarity on their own orders. It took more than two months to get the reply from BSNL, that too misinterpreting the order. Then the file was sent to the Department of Pension and Pension welfare for their approval and they also delayed it seeking rather irrelevant query as to whether the matter has been referred to Department of Expenditure. When the file was sent to the DOE, they kept it pending for about three months and only after this association’s regular and insistent interventions they started processing. When everybody was expecting early approval from the DOE, they returned the file to DOT seeking certain clarifications. Now, the file is with the DOT finance for more than three months and still not finalized the reply to DOE.
Sir, the pensioners all over the country have become restive and furious over this unconvincing delay, about an year, that the benefit was given to the serving BSNL employees and this is reflected in hundreds of calls this association receive everyday. Therefore we have no other option other than to resort to agitational Programme and as a first phase a Protest Day will be observed by all our units on 05.06.2014 by holding dharnas / Rallies / Demonstration and sending saving grams to the hon’ble Minister for communications and Secretary, DOT requesting immediate intervention and early settlement.
