Sub: – Anomaly in pension to those BSNL absorbed DOT employees retired within ten months of formation of BSNL on 01.10.2000 – request for intervention to settle the long pending issue – reg.
I am constrained to bring to your kind notice a long pending case of anomaly in pension to those retired within ten months of formation of BSNL on 01.10.2000.
The anomaly in pension is caused due to non-drawal of IDA pay scales for the last ten months prior to their retirement, average of which is taken for fixing the pension. Now pension is fixed at 50% of the last months pay or average of last ten months pay whichever is advantageous to the retirees with effect from 01.01.2006. A proposal was mooted to settle the case and was approved by BSNL, DOT and Pension & Pension Welfare Department, but unfortunately it did not materialise. However an order was issued by DOT stating that these retirees may be granted 50% of the minimum of the pay scale held by them at the time of retirement which was far from solving the issue.
After continuous persuation, DoT finally agreed to reconsider the issue. As part of this process certain information was sought from BSNL and BSNL has furnished these particulars to DOT on 15th April, 2013.
Further, this issue was also discussed in the SCOVA meeting held on 19.02.2013 in the presence of Hon’ble Minister of State for Personnel, Pension and Pension Welfare and it was assured that the matter is under examination of the DoT and would take final decision by 31st March, 2013 by the DOT.
In these circumstances, may I seek your kind intervention in a very long pending issue so that it is settled favourably.
