Meeting with USOF Jt. Administrator
Com.V.A.N.Namboodiri, President, BSNLEU and Convener, Joint Forum along with Com.K.G.Jayaraj, General secretary, AIBDPA met Shri Kishore Kaushal Joint Administrator, USO Fund and discussed about the early payment of the USOF and DOT approved Rs. 1500 crore subsidy for BSNL for rural services. The unions demanded for early payment of the same. The Joint Administrator stated that since this is the first time that this kind of payment is made, some procedure formalities have to be observed. However he assured that the fund will be paid before 31st March 2013.
Meeting with CMD BSNL and Director (Finance)
Com.V.A.N.Namboodiri, President, BSNLEU and Convener Joint Forum along with Com.K.G.jayaraj, General Secretary, AIBDPA, met Shri R.K.Upadhyay CMD BSNL and Sri K.C.G.K.Pillai, Director (Finance) and discussed about the financial viability of the BSNL and ways and means for improving the same. The union representatives impressed upon the CMD and Director (finance) the need for much pressure on the DOT/Government for urgently releasing the Rs. 1500 crore subsidy for rural service from USOF, exemption from payment of charges for excess spectrum with BSNL, refund of BWA spectrum charges etc. Further pressure to DOT for speedy approval of 78.2% IDA fixation was also mentioned. Both CMD and Director (Finance) assured that maximum efforts are being made in these respects.
Solidarity to Striking State Govt. employees
Kerala Circle of AIBDPA to hold solidarity demonstrations at District/Regional level on 11th January, 2013 in support of the indefinite strike of the State Government employees of Kerala. The strike, started on 8th January against implementation of contributory pension has entered the fourth day and the State Government is resorting to all sorts of provocative actions and propagating baseless and false statements against the striking employees.
Meeting with Member (Finance), DOT
Com.V.A.N.Namboodiri, President BSNLEU and Convener, Joint Forum along with Com.K.G.Jayaraj, General Secretary AIBDPA met Smt. Sadhana Dixit, Member (Finance) and discussed about the issues of 1) Early orders on 78.2% IDA fixation for BSNL employees, 2) Refund of BWA Spectrum to BSNL, 3) Exemption from charges for extra spectrum with BSNL and MTNL and 4) payment of Rs. 1500 crore to BSNL from USO Fund 5)Anomaly in Pension of those retired during the first ten months after the formation of BSNL 6) Minimum Pension to be raised from Rs. 3500 to Rs. 3880 and 7) Govt. pension to MTNL absorbed employees as in the case of BSNL absorbed employees. Member (Finance) assured that these issues will be positively considered.
Member (Finance) also kindly accepted our invitation to attend the Inaugural Session of the All India Conference of the All India BSNL-DOT Pensioners Association (AIBDPA) to be held at Kannur (Kerala) on 6-7 February 2013.
Meeting with Director (CFA)
Com.V.A.N.Namboodiri, President, BSNLEU and Convener, Joint Forum along with Com.K.G.jayaraj, General Secretary AIBDPA met Shri N.K.Gupta, Director (CFA), BSNL on 10th January and discussed about the need for more equipments, especially modem for providing Broadband connections. The Unions also demanded that the DOT pensioners also be granted Broadband connections to DOT retirees on concessional rates as in the case of BSNL retirees. Director (CFA) accepted the suggestion and assured that this will be done.
Meeting with DDG (Admn.), DOT
Com. V.A.N. Namboodiri and Com. K.G. Jayaraj also met Smt. Shyamakutty, DDG (Admn.), DOT who is holding additional charge of DDG (Establishment) and discussed the issues of anomaly in pension and enhancing minimum pension/family pension to Rs.3880/-. The DDG assured to do the needful at her end.
Meeting with DOT Additional Secretary
Com. K.G. Jayaraj, GS also was one of the delegation members to the DoT additional Secretary, Miss. Rita Teaotia on 8th January. The delegation was led by Com. V.A.N. Namboodiri, Convenor, Joint Forum of BSNL & MTNL Unions and included Com. Batchi (Chairman), Com. Prahlad Rai (AIBSNLEA), Com. Suresh Kumar (BTEF).
The meeting originally was scheduled with the DOT Secretary but authorized to the Additional Secretary as the DOT Secretary had to attend the Supreme Court. The Joint Forum has taken up three of our issues viz. (1) Anomaly in Pension to those BSNL absorbed employees retired within ten months of promotion of BSNL (2) enhance the medical allowance of DoT retirees to Rs.1200/- and (3) enhance the minimum pension/family pension to Rs.3880/- in BSNL. These were discussed with the Additional Secretary and a separate letter on these issues by AIBDPA was also given. Other issues discussed are 78.2 % IDA fixation, USO fund of Rs.1500 crore to BSNL, refund of additional spectrum charges to BSNL, pension issues of MTNL etc. The Additional Secretary had a patient hearing and was positive in approach.
