S.C.Shrivastava, All India Vice-President,  AIBDPA , inaugurating the meeting, explained in detail the issues of the Pensioners and efforts being taken by the CHQ to settle them . Com.B.S.Raghuwanshi Circle President BSNLEU M.P. also addressed the meeting. Office bearers were elected unanimousli with Com.Uma Shankar Patel ( President ), Com.A.H.Khan ( Secretary ) and Com. H.K.Nema (Treasurer)

Com.V.A.N.Namboodiri, Advisor and Com.K.G.Jayaraj, General Secretary have met Shri.M.F.Farooqui, Secretary, DOT on 30th May and discussed the issue of 78.2% IDA merger to BSNL pensioners. They drew the attention of the Secretary, DOT that the file is pending with DOT Finance for the last three months for clearance thereafter which the reply to the Department of Expenditure could be sent. The Secretary was very busy to attend the meeting of the Minister and stated that he will do the needful.

2nd Biennial Conference of AIBDPA Suri (Birbhum) District held successfully

The biennial conference of Suri District held at Sainthia Telephone Exchange on

25.5.14. The presidium comprising of Com Ashis Mukherjee and Ram Nandan Bhakat

conducted the conference. After flag hoisting, garlanding the portraits of Coms KG Bose, Moni

Bose, Ajoy Bhowmick and martyrs column the open session started. Com Biplab Das GS

BSNLCC inaugurated the conference. Other speakers were Pijush Chakraborty and the leaders of

AIBSNLEA, SNEA, BSNLEU, BSNLCMU, State Co-ordination Committee etc.

The subject committee started with the placement of Secretary

’s report and audited

account. Members took part in the deliberation. District Secretary Debdas Chakraborty summed

up. 12 nos of resolutions were placed and passed. The conference decided to form four Branches

such as Suri, Bolpur, Sainthia and Rampurhat and elected the executive body for each. On behalf

of the Circle Branch Pijush Chakraborty ACS in his long speech touched all relevant points

specially on the post election scenario. More than 60 delegates attended the conference.

Sub: –       Unjustified and unwarranted delay in extending the benefit of 78.2% IDA merger to BSNL pensioners- programme of agitation- intimation thereof – reg.

I am constrained to inform you that this association is compelled to resort to agitation against the unjustified and unnecessary delay in extending the benefits of 78.2% IDA merger to the BSNL pensioners, both pre and post 2007.

As you are well aware, the order granting 78.2% IDA merger as on 01.01.2007 with effect from 10.06.2013 was issued by DOT vide order 64-01/2012- SU dated 10.06.2013 BSNL also issued the order in this regard on the same date, content, of which is the same that of the DOT order. In accordance with the above orders the benefit of 78.2% IDA merger was paid to the serving employees of the BSNL with notional fixation from 01.01.2007 and with prospCCCCective effect from 10.06.2013. However, no arrears was paid, as specified in the order.

This association has been pursuing this issue of extending the benefit to BSNL pensioners ever since the orders were issued and we have met you and other top officers of DOT more than once but unfortunately of no avail despite your intervention. In this context we are forced to believe that certain quarters in DOT is resorting to delay tactics from the very beginning starting with seeking clarification from BSNL as to how they would work out the fixation etc. as if DOT has no clarity on their own orders. It took more than two months to get the reply from BSNL, that too misinterpreting the order. Then the file was sent to the Department of Pension and Pension welfare for their approval and they also delayed it seeking rather irrelevant query as to whether the matter has been referred to Department of Expenditure. When the file was sent to the DOE, they kept it pending for about three months and only after this association’s regular and insistent interventions they started processing. When everybody was expecting early approval from the DOE, they returned the file to DOT seeking certain clarifications. Now, the file is with the DOT finance for more than three months and still not finalized the reply to DOE.

Sir, the pensioners all over the country have become restive and furious over this unconvincing delay, about an year, that the benefit was given to the serving BSNL employees and this is reflected in hundreds of calls this association receive everyday. Therefore we have no other option other than to resort to agitational Programme and as a first phase a Protest Day will be observed by all our units on 05.06.2014 by holding dharnas / Rallies / Demonstration  and sending saving grams to the hon’ble Minister for communications and Secretary, DOT requesting immediate intervention and early settlement.

General Secretary has written a letter to the Secretary, DoT, conveying the decision of CHQ to observe country wide Protest Day on 05-06-2014 against the unjustified delay in extending 78.2% IDA merger to BSNL pensioners. Com.V.A.N. Namboodiri, Advisor and Com.K.G.Jayaraj, General Secretary went to Sanchar Bhawan on 27th May to meet the Secretary and discuss the issue. Unfortunately, they could not meet him as he was not available in the offi ce and handed over the letter to his Private Secretary.

They however met Ms. Annie Moraes, Member (Finance) and gave a copy of the letter and had a serious discussion. The representatives told her that the pensioners all over the country have become much restive and furious and AIBDPA is compelled to resort to agitation. They specifically asked the Member(Finance) as to why the DOT Finance is not able to furnish the reply to the queries sought by Department of Expenditure,she revealed that the delay is due to the divergent opinions among the concerned top officers over this particular issue. The representatives then urged her to sort out the differences without further delay involving the Secretary,DOT, if required.

The joint district conference of Chennai Telecom and Chennai Telephones was held on 27th May,2014. Com. T. Kothandam and Com. B. Subramaniam were in the presidium. Com. K. Arumugham, CHQ Organising Secretary as well as the District Secretary of Chennai Telephones welcomed the gathering. Com. S. Mohandoss, CHQ vice President and Circle President inaugurated the conference.Com. S.Chellappa,Circle Secretary,BSNLEU, Tamil Nadu,Com. The conference adopted some important resolutions on 78.2% IDA merger, Restoration of quarterly medical allowance etc.

The first Circle Executive Committee Meeting of NTR Circle,New Delhi was held today, the 27th May, 2014. Com.H.L.Makkar, Circle President presided.Com.Rajesh Prabhakar, Circle Secretary welcomed the participants and presented the issues being faced by the pensioners.
Com.K.G.Jayaraj, General Secrretary spoke about the issues of the pensioners and efforts taken by AIBDPA to settle the issues.He also explained the current position of 78.2% IDA merger and CHQ,s decision to observe Protest Day on 5th June ,2014.
Com.V.A.N.Namboodiri,President, BSNLEU and Advisor, AIBDPA spoke about the big challenges being faced by the pensioners in the wake of implementation of New Pension Scheme and the necessity to strengthen the organisation.
The committe members including Com.M.L.Tiwari, Circle Treasurer raised certain problems which were replied.

Shri.Ravi Shankar Prasad,senior leader of BJP and an eminent lawer
in Supreme Court has taken over as the Minister for Communications
on today, the 27th May, 2014.He will be also the Law Minister.He has
been the official spokeperson of BJP and very popular face in the news
channels.
AIBDPA extends warm Greetigs to Shri.Ravi Shankar Prasad and looks
forward to have a cordial and good relationship with him in settling the
genuine demands of the pensioners and in stregnthening BSNL.

He will be available at the headquarters upto 18-06-2014.
