TELE PENSIONER,OCTOBER-DECEMBER,2014 DESPATCHED.
Tele Pensioner, October-December, 2014 issue is dispatched on today, the15th December, 2014. Utmost care was taken to see that it is dispatched to all the subscribers. How ever, it is our bitter experience that the last issue was delayed more than one month for delivery to most of the addressees. This issue was taken up with the postal authorities and despite their assurance of early delivery, some times it may get delayed this time also. Kindly therefore wait for a reasonable period to get the delivery and if you don’t get then inform CHQ and will arrange another copy .
GENERAL SECRETARY RETRUNS FROM DELHI
Com.K.G.Jayaraj, General Secretary who had joined CHQ on 9th November, 2014 has left New Delhi on 13th December. He will attend the two days Circle Conference of AIBDPA, Tamil Nadu on 16th & 17th December, 2014 at Vellore. There after he is sheduled to proceed to Alappuzha.
VELLORE GEARS UP TO HOST TAMILNADU CIRCLE CONFERENCE.
Vellore District Branch, known for its strong membership base and systematic functioning is all set to host the Tamil Nadu Circle Conference on 16th &17th December, 2014.
The conference is scheduled to start at 1000hrs on 16th December under the presidentship of Com. S. Mohandoss, CHQ Vice Presidnt & Circle President. Shri. Selvam, Chairman, Reception Committee and Com. C.K. Narasimhan, Circle Secretary will welcome the gathering. Com. G. Sukumaran, State Secretary, CITU will formally inaugurate the circle conference. Com. P. Abhimanyu, General Secretary, BSNLEU, Com. K. G. Jayaraj, General Secretary, AIBDPA, Com. K. Raghavendran, General Secretary, AIPRPA etc will address the inaugural session.
The Reception Committee is making all out efforts to make the circle conference historic.
KOLKATA NORTH DISTRICT BRANCH CONFERENCE.
Kolkata North District Branch Conference was successfully held on 24 the September, 2014. Com. Lakshmi Bhattachajee, District President controlled the proceedings. Com. A. K. Bhattacharjee, CHQ President & Circle President inaugurated the conference with his valuable speech, covering almost all the issues. Com. Supriya Mitra, CHQ Vice President & Circle Secretary, Com. Subhashis Roy Asst Circle Secretary, BSNLEU, Com. Swastika Dasgupta, CHQ Organising Secretary and Com. D. Basu, CHQ Asst. General Secretary also addressed the conference.
Com. Ashu Sen, District Secretary and Com. Dilip Mazumdar, Treasurer presented the biennial report and audited accounts,respectively and were passed after discussion.
Office bearers were elected with Com. Sanjib Banerjee (President), Com. Ashu Sen (District Secretary) and com. Dilip Mazumdar (Treasurer)
NATIONAL CONVENTION OF CENTRAL GOVT EMPLOYEES ORGANISATIONS DECIDE INDEFINITE STRIKE.
The National Convention of JCM staff side organisations, including Railway, Defence and Confederation held on 11th December, 2014 at New Delhi has decided for a 5 phased programme of agitations, culminating with the Indefinite Strike. The demands are not new, but already put forward to the government. The main demands include, Grant of Interim Relief and 100% DA merger and Scrap PFRDA Act.
The date of the indefinite strike will be decided during Parliament March, scheduled to be held in April, 2015.
COM.K.G.BOSE REMEMBERED ON HIS 40TH DEATH ANNIVERSARY.
The fond memory of the legendary and revolutionary leader of central government employees,particularly P&T employees COM.K.G.BOSE, is once again renewed on today, the 11th December by the employees and pensioners through out the country on his 40th death anniversary.
It was on 11th December, 1974, the death came as a joker without the sense of the scene and snatched away the valuable life of COM.KG in a London hospital at the age of 53.

MASSIVE PARTICIPATION IN FORUM DEMANDS DAY ON 11-12-2014
The first phase of the agitational progrmme called upon by the Forum of BSNL Unions/Associations, Demands Day on 11th December, 2014 is implemented with huge participation all over the country. In almost all places, AIBDPA members also joined in the demonstrations.
At BSNL Corporate Office, a lunch hour demonstration was organised in which hundreds of employees of NTR and Corporate office participated enthusiastically and raised slogans against anti_BSNL measures of the government and BSNL management. The powerful demonstration was addressed by Com.V.A.N.Namboodiri, Convenor, Forum, Com.C.Singh, General Secretary, NFTE BSNL, Com. P. Abhimanyu, General Secretary, BSNLEU, Com. A. A.Khan (SNEA), Com. Prahlad Rai, General Secretary, AIBSNLEA, R.S.Chauhan, Circle Secretary,BSNLEU,NTR and Com.K.G.Jayaraj, General Secretary, AIBDPA.
The second phase is a 3 days Dharna on 6-8, January, 2015, 3rd phase- Parliament March on 25th February, 2014 and after which the Indefinite Strike from 17th March, 2015. Another salient program is collection of 1 crore signature from the people before the Parliament March.
AIBDPA members should participate enmasse in all these programmes, particularly in collecting the signatures from the people.
JOINT NATIONAL CONVENTION OF UNITED MOVEMENT OF CENTRAL GOVERNMENT ORGANISATIONS ON 11TH DECEMBER.
The JCM National council Staff Side Organisations are holding a National Convention at MPCU Shah Auditorium, New Delhi from 12 to 4PM on 11th December, 2014. Organisations of Railway, Defence and Confederation will participate in the convention. The convention will decide future course of agitational programme to achieve the important demands of the central government employees.
The following are some of the demands raised.
1. Effect of wage revision on 7th Pay Commission be from 01-01-2014.
2. Grant interim Relief and merge 100% DA.
3. Include Gramin Dak Sevaks in the ambit of Pay Commission.
4. Scrap PFRDA Act.
5. No labour reforms.
6. No ban on recruitment.
7. No FDI in Railway and Defence and no privatization/ outsourcing of services.
Observe Pensioners’ Day on 17th December 2014.
17th December is observed as Pensioners’ Day every year. It is on this day in 1982, that the famous Judgment in Nakara case was delivered by the Supreme court, which is treated as Magna Carta by the Pensioners.
What is the essence of the judgment? A portion from the judgment itself will be the explanation, which is given below:
“From the discussion, three things emerge: (i) that pension is neither a bounty nor a matter of grace depending upon the sweet will of the employer and that it creates a vested right subject to 1972 Rules which are statutory in character because they are enacted in exercise of powers conferred by the proviso to Art. 309 and clause (5) of Art. 148 of the Constitution; (ii) that the pension is not an ex-gratia payment but it is a payment for the past service rendered; and (iii) it is a social welfare measure rendering socio-economic justice to those, who in the heyday of their life, ceaselessly toiled for the employer on an assurance that in their old age they would not be left in the lurch….”.
The judgment also stated that the persons retired earlier should not be put to a disadvantage in their old days compared to the later retirees. This judgment resulted in the Recommendations of the IV Central Pay Commission (1984) for pension Revision, whenever there is a pay revision through Pay Commission.
The Petitioner of the case, Shri D.S.Nakara, was a retired Financial Advisor in the Ministry of Finance and the case is called Nakara Case accordingly. The day of the judgment is observed as “Pensioners’ Day” by the various organisations of the Pensioners.
