CENTRAL CABINET APPROVES HIKE IN DA/DR OF 6% TO MAKE TOTAL DA TO 113% FROM 01-01-2015.

Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners, due from 1.1.2015

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, on 7th April, gave its approval to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2015 at the rate of six percent increase over the existing rate of 107 percent.

Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 113 percent of the basic pay with effect from 01.01.2015. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

The combined impact on the exchequer on account of both DA and DR would be of the order of Rs. 6762.24 crore per annum and Rs. 7889.34 crore in the Financial Year 2015-16 ( i.e. for a period of 14 months from January 2015 to February 2016).

This will benefit 48 lakh government employees and 55 lakh pensioners

78.2% IDA MERGER- MEETING WITH MEMBER(TECHNOLOGY) AND MEMBER(FINANCE)

 

Com.V.A.N.Namboodiri, Advisor, AIBDPA today, 6th April 2015, met Shri S.S.Sirohi, Member(Technology) who is in charge of the Member (Services) also and discussed about the preparation of the Cabinet note on 78.2% IDA fixation. He patiently heard the issue and told that the new incumbent for Member (services) will join tomorrow and the issue will be brought to his notice. Com.Namboodiri met Ms. Annie Moraes, Member (Finance) and discussed the same issue. She assured that the cabinet Note will be finalised without further delay.

THA AGE OLD MONEY ORDER ON THE WAY OUT.? ( V.A.N.NAMBOODIRI.)

 

It seems that the age-old and traditional system of Money Order is coming to an end. In the new technology era, the method of Money Order has also changed. Now it is e-money order or i-money order.

Earlier the same Money Order form filled up by the sender will go by post to the addressee. The Post Man will pay the amount to the payee and the a portion of the same signed by the latter will be  returned to the sender as proof that it has been paid. The counterfoil with the signature was a document even to be produced in the court to show that the money has been paid.

In the P and T Department earlier, salaries of many telecom employees out of the headquarters of the Division/Sub-division were paid their salary through M.O.s, in which the details of their salary, deduction etc. will be mentioned. This portion can be retained by the payee as a proof of his salary payment and details. It is with such a piece of M.O.coupon that I could help the widow/family  of a Line Inspector  get the family pension after 20 years of his death. That was the only evidence the family had, which helped to find out the office of making payment and then to the records of the deceased official. Families /relatives of government officials/military personnel etc. used to wait for the Post Man/Woman, in the first week of the month for the M.O. sent by their family member working somewhere else. The letter in brief sentences written in the back of the counterfoil will be read out many times by the family.

All these are gone now. Even if the sender fills up the M.O. in the old way, that form does not travel and reach the payee. For early receipt, it is sent by the Post Office through e-mail / i-mail to the payees’ Post office, which takes the print out and send the Postman to pay the same. Neither the message from the sender nor the address of the sender is not there in the counterfoil to be kept by the payee. The payee has to note down the same from the M.O. print out. Of course, the M.O. reaches fast.

Yes, the old traditional Money Order is almost dead without anybody knowing it. The Telegram was stopped by the Department of Telecom on 15th July last year despite strong protest from the people and staff unions. Now the M.O.is also going the same way.

Changes are inevitable in the forward march. But those who are familiar with the earlier M.O. will certainly remember the old days and the thrill of getting the M.O. (Courtesy: Hindu)

 

MINISTER OF COMMUNICATIONS MAY DO SOMETHING IN DEEDS AND NOT IN WORDS.

Immediate refund of Rs. 6,700 crores for the spectrum surrendered.

Shri Ravi Shankar Prasad, Communications Minister has stated that he will not allow BSNL to die and all support will be given for its revival. He can do one thing immediately.

It is the refund of the amount of BWA spectrum which BSNL has surrendered to DOT two years back. BSNL had paid a total of  Rs. 18,500 crore to the Government  for both 2G and BWA spectrum. Out of this BWA spectrum worth about Rs. 6,700 crores has been returned back and it was assured by the government that this amount  will be refunded. Though it is more than two years, the government is keeping the money with them without refund.

In the same way, an amount of Rs. 1,250 crore has already been allotted to BSNL for 2012-13 from USOF in lieu of ADC, but that also has not been paid for no reason at all.

BSNL is  in financial difficulty to purchase equipment urgently required for expansion and development.  The Government should immediately disburse these amounts to BSNL for the above purposes.

As stated above, Communications Minister can ensure that these amounts are paid to the BSNL immediately so that it can purchase equipment.

 

 

 

MINIMUM WAGES REVISED FROM 01-04-2015 BY THE LABOUR DEPARTMENT.

 

The Ministry of Labour and Employment, Chief Labour Commissioner (C) vide Order No. 1/3(3)/2015-LS has revised the Minimum Wage with effect from 01-04-2015:

Unskilled: A class city ( Rs. 348.00) B class ( Rs. 290.00), C Class (Rs.233.00)

Semiskilled: A Class (Rs. 385.00), B Class (Rs. 328.00), C Class (Rs.272)

Skilled: A Class ( Rs. 424.00), B Class (Rs.385.00), C Class (Rs.328.00)

Highly Skilled: A Class (Rs. 461.00), B Class (Rs. 424.00), C Class (385.00)

All Union functionaries concerned are requested to take up the matter with the GMs for getting it implemented.

 

WHY SO MUCH DELAY IN ANNOUNCEMENT OF CENTRAL DA HIKE FROM JANUARY, 2015.

 

Since the implementation of the recommendations of the 4th central pay commission in 1986, the announcement of approval and the order for granting Dearness Allowance to government employees were issued in March and September itself until it was violated once under UPA regime. In 2013, the approval for granting DA hike due from January 2013 was delayed inordinately. All the central government employees had waited patiently up to 31st March 2013. Even 1st and 2nd week of April 2013, there was no signs announcing the DA hike by the Central government. Then, the federations like AIRF and Confederation of central government employees and workers have raised objection over the inordinate delay of announcing DA. And they wrote letters to the Central Government to declare the Dearness Allowance immediately to avoid the confrontation.

While briefing the situation, the Confederation of central government employees and workers has mentioned in the editorial of their blog on 17th April 2013 that ‘This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19th September 1968. We cannot allow the hard won DA to be tampered with.’

The next day, ie on 18th April 2013 the union cabinet approved the DA hike which is due from January 2013.

This time the NDA Government started repeating the same story in its first year itself. As we mentioned earlier the DA hike from July 2014 has been announced un expectedly on 4th September 2014. So there was huge expectation this time that the present government would not make any delay in announcing the Payment dearness allowance from January 2015. But it seems that the government finds no time to take any decision over the issue of 50 Lakh Central government employees and Pensioners. Whether the central government expects the federations to plead for announcing DA hike? Or it really has no time to decide on this issue?

However, yesterday the Ministry of Finance issued a clarification dated 1st April 2015, in which it has been clarified that a fake order for payment of Dearness Allowance was being circulated in Government Departments/offices and all Ministries/Departments and Central Government offices were advised not to take cognisance of these fake instructions being circulated in Government offices.

To avoid confusion and frustration among central government employees, it is expected that the central government should announce its approval for Payment of Dearness Allowance from January 2015.

ENROLMENT FOR AADHAAR NUMBER AND ITS SEEDING IN PENSION RECORDS OF ALL PENSIONERS.

Sub: Enrolment for Aadhaar number and its seeding in pension records of all pensioners and family pensioners – regarding.

In November, 2014, the Prime Minister has launched an Aadhaar-based biometric verification system “Jeevan Pramaan” to enable pensioners to submit a digital Life Certificate on-line. This is an important step in realising the vision of Digital India. This facility has been provided in addition to the other existing methods of submitting Life Certificate.

2. “Jeevan Pramaan” aims at sparing the pensioners and family pensioners the trouble of visiting bank or any other pension disbursing agency for submission of Life Certificates. It is possible to submit the Life Certificate from personal computers and laptops or by visiting a conveniently located Common Service Centre. Further, banks by linking Aadhaar number with bank accounts and PPO numbers will ensure authenticity of pension and other payments.

3. All the pensioners/family pensioners are, therefore, advised to get themselves and their family members registered for Aadhaar and furnish this information to the Pension Disbursing Authority. This exercise may be completed at an early date so as to avoid inconvenience at the time of submission of Life Certificate in November, 2015.

BSNL TO INVEST Rs.7000 CRORE FOR SETTING UP WIFI HOTSPOTS.

Shri. Anupam Shrivastava, CMD, BSNL has said that BSNL will invest Rs.7000 crore in setting up Wifi hotspots integrated with eg, 4G network across the country. Wifi is an obvious choice for BSNL going forward but it alone cannot be successful. It has to be integrated with eg,4G network so that customer can be seamlessly transferred to Wifi. The company has already rolled out Wifi service in Varanasi and will be extending it to other tourist spots by the end of this year, said the CMD while speaking at Tele Analysis event in New Delhi on 2nd April, 2015.
