A Brief Report of the Secretary DOT’s Meeting with the Forum of BSNL Unions/Associations held on 1st May 2015 on the 21-22 April strike issues A meeting of the Forum of BSNL Unions/Associations with the Secretary DOT, Shri Rakesh Garg, was held on 1st May 2015 at the Committee Room of Sanchar Bhawan to discuss about the issues raised in the Two Days Strike of BSNL employees on21-22 April 2015. In addition to the secretary DOT, Special Secretary (T) Smt. Rita Teotia, Member (Finance) Smt. Annie Moraes, Member (Services) Shri N.K.Yadav, Administrator USOF Smt. Aruna Sunderarajan, Joint Secretary(T) Shri V.Umashankar, Director(PSU) Shri Sanjeev Gupta and other officers were present from DOT. BSNL was represented by CMD Shri Anupam Shrivastava, ED(Finance From the Forum side Coms. C.Singh (NFTE) Chariman, V.A.N.Namboodiri, Convener Forum, P.Abhimanyu(BSNLEU), K.Jayaprakash(FNTO), Prahlad Rai(AIBSNLEA), K.Sebastin (SNEA), S.V.S.Subrahmaniam(BTEU), Suresh Kumar(BSNLMS), Rasheed Khan(TEPU), H.P.Singh(BSNLOA), Sunil Gautam (SNATTA), R.P.Sahu (AIGETOA), Rakesh Sethi (AIBSNLOA), Hari Singh(BTU BSNL), Rana Pratap(BEA) and S.Raveendran(SEWA BSNL) participated. The meeting started at 17.15 hours. Secretary DOT welcomed. All the participants introduced themselves. Convener Forum thanked the Secretary DOT for holding the meeting, though only after the strike. He conveyed May Day Greetings to all the participants. He also mentioned about the statements of the Communications Minister regarding his concerns for the revival of BSNL, which is a good sign. Then the issues connected with the strike issues were discussed, a brief report of which is given below: 1. Financial Assistance from Government and implementation of assurances given at the time of Corporatisation of BSNL The Forum leaders pointed out that at the time of Corporatisation, the then Communications Minister Shri Ram Vilas Paswan, had assured full support for the new entity and orders were issued to financially assist BSNL through payment of ADC, Reimbursement of Licence Fee and also liberal subsidy from the USO Fund. Within a few years, all these have been discontinued creating a heavy financial burden of the BSNL resulting in loss for the last five years. The Forum representatives demanded that all these assurances be implemented/ restored. The amount of Rs. 1,250 crore recommended from the USOF in lieu of ADC for 2012-13 is not yet paid to BSNL. It needs to be paid urgently and such allotments should be made for next years also. BSNL is having a loss of about Rs.10,000 crore yearly for providing rural connections etc. as per the universal service policy of the government, which should be fully compensated by the Government. Further, the Forum demanded that refund of charges for the BWA spectrum surrendered by BSNL coming to about Rs. 6,700 crore be paid without any further delay. BSNL is eligible for refund of Income Tax paid, considering its payment to DOT on various counts. This may come to about Rs. 7,000 crore. This should be refunded. By making payment of pension contribution on the basis of the maximum of the pay scale, BSNL was compelled to pay about Rs. 2,400 crore extra, which may be refunded. The government order on payment of pension contribution on the actual basic pay should be implemented in the case of BSNL. The salary of the employees in the TERM CELL, which is part of DOT, is being paid by BSNL, which should be repaid to BSNL. Further for immediate purchase of urgently required equipments, the DOT may give a soft loan of about Rs.10,000 crore to BSNL. The Secretary DOT stated that the amount in lieu of ADC from USOF is given as per recommendations of TRAI and DOT will do accordingly in future also. Process for payment of Rs. 1,250 crore allotted has started and will be paid early. The refund of charges of BWA Spectrum is being considered. The reconciliation for the refund of the Income Tax paid has started and will be finalised soon. The issue of payment of pension contribution on the basis of the actual pay will be taken up with the government. The question of repayment of payment made to TERM CELL on salary etc. also will be considered. With regard to Soft Loan of Rs. 10,000 crore, Secretary DOT stated that BSNL can take loan from banks. He further stated that the government has to provide level playing field to all operators to which the Forum leaders pointed out that in fact the private players are being favoured as in the case of giving earlier licence for mobile services. matter of Pension revision with the government. Revision of Pension of BSNL Retirees and orders for 78.2% IDA Pension fixation for pre-2007 and post 2007 retirees up to June 2013: The Forum leaders expressed strong resentment at the undue delay in issue of orders on 78.2% IDA Pension fixation for the BSNL retires up to June 2013. Those who retired after June 2013 have already received the same. The pensioners are put to much loss in their pension. Already it had been delayed for years and early orders are required. They also demanded that Pension Revision should be made whenever there is a wage/pay revision for employees. They also demanded that the condition of 60%-40% condition on payment of pension is unjustified and should be done away with. The Secretary DOT agreed to take up the matter of Pension with the government. He assured that cabinet note on 78.2% is being prepared and will be finalized soon. With regard to 60%: 40% condition on pension payment, the earlier DOT orders mentioned by the Forum will be examined. 3. No Merger of BSNL and MTNL: The Forum demanded that before any merger decision is taken, the liabilities of MTNL to the extent of Rs. 20,000 crore has to be waived, the disinvested shares to be purchased back and HR issues settled. Secretary DOT told that no decision has been taken and the concerns raised by the Forum will be attended to before any decision is taken. 4. Filling up of Posts of Directors in BSNL. To the demand of the Forum for filling up posts of Directors in BSNL, Secretary DOT stated that government is taking action in the matter. 5. Transfer of all assets to BSNL Forum demanded that all the assets of BSNL should transferred to it without delay. Further, the representatives stated that many BSNL buildings are being taken by CCA etc arbitrarily. This should be stopped. DOT stated that the demarcation between the DOP and DOT are still pending in some places. This has to be identified. The transfer of assets to BSNL is being examined. 6. BSNL Service to be mandatory to Central/State governments and PSUs The demand of the Forum for making that the BSNL services should be made mandatory for the governments etc. is not accepted. There are a lot of complaints about BSNL services and in this situation, the government will not accept any such proposal. The Forum leaders explained the reasons for the present position of inefficiency and intimated that suggestions for improvement of the same have been made by them. Other issues like 30% of superannuation benefits to BSNL recruited officials, reduced pay scales etc. were raised, but the Secretary DOT stated that these are in the domain of the BSNL. AIBDPA CEC DECIDES TWO DAYS HUNGER FAST.
The Central Executive Committee meeting has concluded today with the clarion call to help the worst earth quake victims of Nepal and North India by collecting donations by branches and sending the amount directly to the relief fund.
The CEC also decided for two phased agitational programme demanding lmmediate issuance of order on extending the benefit of 78.2 per cent IDA merger and restoration of medical allowance.
1. Post card campaign to Prime Minister during third week of May, 2015.
2. Two days relay hunger fast before the CCA offices on July 21,22, 2015.
The interim report and accounts were adopted unanimously after the reply to discussion by Com.K.G.Jayaraj, General Secretary.Com.V.A.N.Namboodiri spoke emphasising the importance of stengthening the organisation.
The CEC decided to hold the next All India Conference in Andhra Pradesh.
Resolutions presented on important issues by Coms.Susata Ghosh and R.Aravindakshan Nair were adopted. The reception committee had made excellent arrangements which made the CEC memorable.
The historic CEC came to an end with the inspiring concluding speech by Com.A.K.Bhattacharjee and International Song by Com.Sanjib Banarjee, Circle Secretary, Kolkata.

The Central Executive Committee Meeting of AIBDPA Started today,the 28th April, 2015 in enthusiastic atmosphere at Com.S.K.VYAS HALL,Dayashankar Brahmpuri,Jamnagar.The CEC members along with the comrades of Gujarat drawn from all the district branches participated in an impressive procession through the main streets of Jamnagar at 10 AM. In the open session held at 11 AM,Com.A.K.Bhattacharjee,President delivered the presidential address. Com.K.G.Jayaraj, General Secretary inaugurated.Shri.Kamal Kapoor, Joint CCA was the Chief guest.Com.A.C.Shah, veteran leader and Circle Patron, Gujarat, Shri.Kahane, DGM,Jamnagar addressed.Com.D.H.Trivedi,Circle President, BSNLEU welcomed the gathering and Com.A.K.Hindocha effectively managed the anchor role. Com.M.B.Chaniyara,Circle Secretary and Convenor, Reception Committee proposed vote of thanks.
The suject session started at 2.30 PM under the presidentship of Com.A.K.Bhattacharjee. Com.V.A.N.Namboodiri who missed the open session inaugurated with an elaborate speech,covering almost all the issues.Com.K.G.Jayaraj, General Secretary and Com.M.P.Kunhanandan,Treasurer presented the interim report and accounts respectively.Thereafter the discussion started and all the Circle Secretaries and Office bearers participated. A resolution committee with Com.Susanta Ghosh(Convenor) and Coms.R.Aravindakshan Nair(Kerala),S.A.Bilagi(Karnataka) and H.S.Thakur(Madhya Pradesh )as members was constituted.
The CEC was adjourned at 8.30 PM and will resume at 9.30 AM on 29th.
55000 Indian villages have no mobile coverage, says the Minister.
Even after 20 years of launch of mobile services in the country, around 55,669 villages do not have mobile coverage till now.
“It is estimated that there are 55,669 villages in the country that do not have mobile coverage,” Telecom Minister Ravi Shankar Prasad said in a written reply to the Rajya Sabha.
Asked if even after 20 years of launching the mobile services in the country, there are around 56,000 villages where mobile telephone service has not reached so far, the Minister said “Yes”.
Prasad said mobile service to uncovered villages in the country are likely to be provided in a phased manner over a period of five years with funding
from universal service obligation fund
(USOF).
“Detailed project report consisting of technical framework and cost estimates for Himalayan states (Himachal Pradesh, Jammu and Kashmir and Uttarakhand) is under preparation,” he said. (Press Report)

Subject: Rounding off of a fraction of a rupee in regulation of additional pension -DPPW Order
The undersigned is directed to say that vide this Department’s OM No.38/37/08-P&PW(A) dated 1.9.2008 and OM No.38/37/08-P&PW(A) dated 2.9.2008. Instructions were issued for grant of additional pension/family pension @ 20% to 100% pensioners/family pensioners of the age of 80 years and above.
2. A question has been raised as to how the amount of additional pension is to be regulated in case the additional pension results in fraction of a rupee. The matter has been examined in consultation with Ministry of Finance (Department of Expenditure) and it has been decided that the amount of additional pension as finally calculated may be rounded off to the next higher rupee. In cases where the pension/family pension of old pensioners has been fixed/revised without rounding off the additional pension, in those cases also, the additional pension may be rounded off to the next higher rupee hereinafter. However, no arrears for the period from 1.1.2006 on account of such rounding off would be paid in those cases.
3. This issues with the approval of Ministry of Finance (Department of Expenditure) ID No.157/EV/2015 dated 30.3.2015.

NEPAL SHATTERED IN A MAJOR EARTH QUAKE-HUNDREDS FEARED KILLED.
In a massive earth quake that hit Nepal just before noon today hundreds of people are killed and many more are reported to be trapped in the collapsed buildings. The exact number of loss of lives are yet to be known and there have been extensive collapse of many buildings including heritage buildings. Rescue operations are going on and all possible help should be extended to the people of Nepal at this hour of distress.
In India also the tremor has caused 34 lives lost and many injured in Uttar Pradesh, West Bengal and Bihar.
AIBDPA share the grief and agony of the people affected and condole the deaths of hundreds of people in the earth quake.
RESCUE OPERATIONS IN FULL SWING IN NEPAL AFTER A MASSIVE EARTH-QUAKE HIT THE TINY COUNTRY.
EPFO TO INVEST 5% PENSION FUND IN STOCK MARKET.
The Labour Ministry has directed the EPF Organisation to invest up to 5% of the EPF corpus in the stock market in this financial year 2015-16. The EPFO is having a fund corpus of about lakhs of crores of rupees. In 2015-16 alone it is expected that the deposit will be around Rupees one lakh crore.
Investing in stock market is risky, since there can be up and down. The Central Trade Unions have been strongly opposing investing in stock market due to this risk. But the BJP led government is determined to put the fund at the disposal of the corporates, which had liberally donated to its election funds.
Strong protest should come from the trade unions against this anti-worker decision.
MORE THAN Rs 1000 CRORE UNCLAIMED IN P.O.SAVINGS.
It is stated by the Communications Minister Ravi Shankar Prasad in Parliament that there is an amount of Rs. 1,000.61 crore lying unclaimed in the Post Office Saving Accounts, including in National Savings Certificate, Fixed Deposit etc. The main reason is the non-withdrawal of matured investments by the account holders, minister stated.
Because it is a government Department, the unclaimed amount are there. If it was private banks, the amount would have been appropriated towards service charges, condition on Minimum balance etc.
PARLIAMENTARY COMMITTEE REPORT ON MTNL.
As per reports in the media, the Parliamentary Standing Committee on Information technology has reported that MTNL, the telecom PSU providing services in Mumbai and Delhi, is not in a position to upgrade its network due to severe financial problems. It could only provide 1,49,973 landline/WLL/broadband connections against a target of 5 lakhs due to paucity of funds.
However MTNL has now been able to secure a loan of Rs. 1,200 crore from IDBI this year for upgrading of networks.
