5 MILLION JOBS LOST DURING THE PERIOD 2004-2009.

A study by Assocham has concluded that about 5 millions jobs have been lost  in India during the five years from 2004-05 to 2009-10. The young and educated  are the new job seekers and ” they gave to be productively engaged to avoid socio-economic conflicts” Assocham stated. It added that job seekers increased by 2.23 per cent while jobs increased only 1.4 per cent. The government which claims that more jobs have been created, should rethink and plan for more jobs to engage the huge unemployed.

RUMOURS GALORE ABOUT THE 7TH PAY COMMISSION REPORT-

Report of Seventh Pay commission will be submitted by second week of September 2015

The Hindi daily Dainik Baskar quoted in its report published on 22.8.2015 about report of Seventh pay commission that the pay commission report will be submitted by second week of September 2015,

According to its report the Seventh Pay Commission report to be submitted to the government will be examined by  the senior CoS, which will take two months. Then it will be submitted to the Ministry of Finance, which will be  implemented from 1st  January, 2016,

According to sources the fitment formula 2.86 would be recommended by 7th pay commission.

7वें वेतनमान में दोगुना हो सकता है वेतन

सातवें वेतन आयोग की रिपोर्ट सरकार के सौंपे जाने के बाद वरिष्ठ सचिवों की समिति इसका परीक्षण करेगी, जिसमें दो महीने का समय लगेगा। इसके बाद इसे वित्त मंत्रालय को सौंपा जाएगा, जिसे वह अगले साल 1 जनवरी 2016 से लागू करने हरी झंडी देगा, इसे जस का तस मौजूदा वेतन का 2.86 गुना बढ़ाया जाने पर सरकार पर 1 लाख 28 हजार करोड़ रुपए का अतिरिक्त भार आएगा। इधर केंद्रीय अधिकारी कर्मचारियों के संगठन ने सरकार को चेतावनी भी दे दी है कि यदि सेंट्रल-पे- कमीशन (सीपीसी) की रिपोर्ट में ज्यादा कटौती होती है तो वे हड़ताल पर भी जाने का कदम उठा सकते हैं।

सातवें वेतन आयोग से केंद्र सरकार कर्मचारियों की तनख्वाह दोगुनी होने की संभावना है। आयोग की रिपोर्ट सितंबर के दूसरे सप्ताह में केंद्र सरकार को सौंपी जाना है। केंद्र सरकार के 55 लाख कर्मचारियों में से एक लाख मप्र में कार्यरत हैं। नया वेतनमान 1 जनवरी 2016 से लागू होना है। सूत्रों के अनुसार सातवें वेतन आयोग में ग्रेड-पे को खत्म किया जा रहा है, जिसके स्थान पर 15 नए स्केल बनाए जा रहे हैं। इन स्केल में वेतनमान रहेंगे और उस पर महंगाई भत्ता देय होगा। इसी के अनुसार अन्य सुविधाओं मकान भाड़ा और परिवहन भत्ता दिया जाएगा। फिलहाल लागू छठे वेतनमान में कर्मचारियों की 33 साल की सेवा पूरी होने के बाद रिटायरमेंट का फार्मूला लागू है। इसके पीछे कर्मचारियों को रिटायरमेंट पर साढ़े सोलह महीने के वेतन के बराबर ग्रेच्युटी का भुगतान किया जाना है। इस सेवा के बाद कर्मचारी पूरी पेंशन का हकदार होता है। इसे सातवें वेतनमान में भी लागू किया जाना प्रस्तावित है।

अभी सीपीसी की रिपोर्ट सरकार को सौंपी जाना है, उस पर वरिष्ठ सचिवों की समिति विचार करेगी। इसके बाद इसे अंतिम रूप दिया जाएगा। इसमें जो भी विसंगति होगी, उस पर चर्चा करेंगे। – केकेएन कुट्टी, अध्यक्ष, केंद्रीय कर्मचारी परिसंघ

छठे वेतनमान ग्रेड-पे पे- बैंड (मूल वेतन) सातवां वेतनमान ( प्रस्तावित)

पीबी-1 में 2400 से 2800 रुपए ग्रेड-पे 5200-8650 रुपए तक 21000- 46000 रुपए

पीबी-2 में 4200 से 5400 रुपए ग्रेड-पे 9300- 15600 रुपए तक 56000 – 78000 रुपए

पीबी-3 में 5400 से 7600 रुपए ग्रेड-पे 15600-21900 रुपए तक 88000- 1,20000 रुपए

पीबी-4 में 8900 से 10,000 रुपए ग्रेड-पे 37400-43000 रुपए तक 1,48000 -1,62000 रुपए

एचएजी 75500 से 80,000 रुपए तक 1,93000 रुपए

अपेक्स स्केल 80,000 रुपए फिक्स्ड 2 ,13000 रुपए

कैबिनेट सेक्रेटरी 90,000 रुपए फिक्स्ड 2,40000 रुपए

नोट : फिलहाल अधिकारी-कर्मचारियों को मूल वेतन, ग्रेड-पे पर 113 प्रतिशत डीए, एचआरए एवं ट्रांसपोर्ट अलाउंस मिल रहा है। इसके अलावा 6 प्रतिशत डीए जुलाई का बकाया है।

SPECIAL IT RETURN COUNTERS TO BE ORGANISED FOR SALARIED TAX PAYERS INCLUDING PENSIONERS.

Special IT Return Counters to be Organised for Salaried Tax Payers (Including Pensioners) to File Paper Returns Between 24th August to 31st August, 2015 at Pratyaksha Kar Bhawan in National Capital;  Special Facilitation Counters for Senior Citizens and Differently Abled Persons;  These Counters to Facilitate Smaller Tax Payers Having Salary/Pension Income But Their Total Income do not Exceed Rs. 5 Lakhs or Their Returns do not Contain any Claim for Refund

The Principal. Chief Commissioners of Income Tax, New Delhi will be organizing Special Return Counters for Salaried Tax Payers (including pensioners) between 24th August to 31st August, 2015 at Pratyaksha Kar Bhawan, Civic Centre, Minto Road, New Delhi. The camp will be inaugurated by Chairperson of the Central Board of Direct Taxes(CBDT), Smt. Anita Kapur at 10.00 am. on Monday,24th August 2015

The special counters are being organized to facilitate smaller tax payers having salary/pension income, to file paper returns. Taxpayers may note that for the assessment year 2015-16, corresponding to the financial year 2014-15, e-filing of return of income is mandatory for persons whose total income exceeds Rs. 5 lakhs or if the return contains a claim for refund. Paper Returns in such cases will not be accepted.

However, the income limit of Rs. 5 lakhs and claim of refund will not apply to taxpayer over the age of 80 years deriving salary/pension income. In such cases paper returns will be accepted.

The special counters would be set-up jurisdiction wise as follows:

· For PCIT-22 Charge (Government salary)-‘B’ Block, Ground floor of Civic Centre, Minto Road, New Delhi. · For PCIT-23 Charge(PSUs/Bank employees/School and College employees)-‘C’ Block, Ground floor, Civic Centre, Minto Road, New Delhi. · For PCIT-24 Charge (Private salaries)- ‘C’ block, Civic Centre, Minto Road, New Delhi.

There will be special facilitation counters for senior citizens and differently abled persons.

Facilities like a Helpdesk, assistance of Tax Return Preparers (TRPs), UTI/NSDL counters, banking, tax payment facility, PAN verification counters, drinking water, and emergency medical aid will be available at the venue.

Similar facilitation counters are being set-up in other metropolitan cities based on the local requirement.

 

NLC WORKERS STRIKE CROSSES ONE MONTH.

More than 13,000 employees of the Neyveli Lignite Corporation (NLC) in Tamil Nadu    are on strike since 20th july demanding wage revision. The workers demand is for 24% increase in wages, but the management is only prepared to grant 10%.

NLC is a central government PSU and is under the Coal ministry. We fully support the struggle of the NLC workers.

A NEW PARTY IN GREECE BY REBELS OF SYRIZA PARTY.

 

Athens, Aug 21: At least 25 rebels from Greece’s hard-left Syriza party said today they would form a new parliamentary group a day after Prime Minister Alexis Tsipras resigned and triggered snap elections.

The party, which rode to power in January by vowing to end austerity measures, was deeply divided over Greece’s acceptance of a third international bailout package.

The revolt within his own party prompted Tsipras to announce his resignation late on Thursday, unleashing early elections which are likely to take place on September 20, state news agency ANA said, citing government sources.

The new party, called Popular Unity, will be led by former energy minister Panagiotis Lafazanis, 63, according to the news website left.gr.

Lafazanis, removed from his post in a cabinet reshuffle last month, is an implacable foe of the agreement reached between Athens and the European Union for a 86-billion-euro (USD 96-billion) bailout package, the first tranche of which was released yesterday.

Attention of all pension disbursing authorities is invited to above cited circular wherein instructions had been issued for implementation of GOI, Ministry of P,PG and pensions, Deptt of P&PW OM No. 38/37/08-P&PW(A,) dated 28 January, 2013 and this order was applicable w.e.f 24.09.2012. Now, GOI, Ministry of P, PG and pension, Dept of P&PW have further issued orders under their OM No. 38/37/08 P&PW (A) dated 30.07.2015, that “the pension/family pension of all pre-2006 pensioners/family pensioners my be revised in accordance with this Department’s OM No. 38/37/08-P&PW(A) dated 28.1.2013 with effect from 24.9.2012.”

(2) In case the consolidated pension/family pension calculated as per Para 4.1 of OM No.38/37/08-P&PW (A) dated 01-09-2008 is higher than the pension/family pension calculated in the manner indicated in the OM dated 28.01.2013, the same ( higher consolidated pension/family pension) will continue to be treated as basic pension/ family pension.

(3) All other conditions as given in OM No. 38/37/08-P&PW (A) dated 1.9.2008, as amended from time to time shall remain unchanged.

(4) All pension disbursing authorities are therefore, requested to revise the pension/family pension in affected cases in terms of Govt. OM No. 38 /37/08-P&PW(A) dated 28-01-2013 w.e.f. 01.01.2006 instead of 24.09.2012. Payment made w.e.f. 01.01.2006 will be adjusted against the arrears now being paid and these cases may be reflected in the monthly account sent to this office as ‘change item’.

(5) Where the PDAs are in doubt in regulating the payment of revised pension/family pension under these orders, the cases with full details of pensioner/family pensioners and PPO No: etc may be referred to Audit Section of this office for advice and further action.

BSNL KERALA AGITATION CALLED OFF ON SETTLEMENT.

The strike by BSNL CCLU and Non-Cooperation by BSNLEU and SNEA in Kerala  has been withdrawn consequent on settlement. The conciliation talk held today, the 20th August, 2015 by Shri.N.K.Gupta, Director (CFA), BSNL who was specially deputed by BSNL Corporate office with three unions leaders was successful. As per the agreement the Casual Contract workers will be eligible for enhanced wages with effect from 1st August, 2015 based on the minimum wage .A committee consisting union representatives and BSNL management will be constituted to examine the issues of casual contract workers . All the victimisations will be withdrawn and the casual contract workers will be paid their wages for the period of agitation. It was also assured that Shri. M.S.S.Rao, CGMT ,Kerala who only was responsible for the agitation and forced to go on leave will not be posted back to Kerala.

Congratulations to all the workers for their determined and sustained struggle and the leaders for the effective interventions for the settlement.  

INDIA POST GETS LICENCE FOR PAYMENTS BANK.

At last, the Department of Posts has been granted Payments Bank Licence by the Reserve Bank of India. The application was pending for a long time. The RBI took the decision to grant Payments bank licence to 10 other organisations also. Telecom companies Vodafone and Airtel are  in the list.

The Payments Bank can accept deposits up to one lakh, maintain SB and Current Accounts, issue debit cards and also offer internet banking. But they can not give loans or issue credit cards.

It is hoped that the Department of Posts and the people at large will benefit since the DoP has Post offices through out the nook and corner of the country.

CBI REGISTERS CASE AGAINST FORMER TELECOM MINISTER A. RAJA FOR DISPROPORTIONATE ASSETS.

The CBI registered a disproportionate assets case against former Communications Minister A.Raja along with 16 others. Raja is already facing a CBI inquiry in the 2G spectrum allocation case.

It is interesting to note that  many of the former Communication Ministers like Sukh Ram, Dayanidhi Maran had faced corruption cases. Of course, telecom  is one of the most profitable sectors and bribery, corruption, favouritism are all part  in the crony capitalism.

TRIENNIAL ALL INDIA CONFERENCE TO BE HELD AT TIRUPATI ON 8,9 DECEMBER,2015.

The Reception Committee at Tirupati to hold the triennial All India Conference has informed the CHQ the convenient dates for the conference as 8th and 9th December,2015. General Secretary contacted almost all the CHQ office bearers and Circle Secretaries on 18th August and all have agreed to the proposed dates.

Therefore it is decided to hold the triennial All India Conference of All India BSNL DOT Pensioners Association at Tirupati on 8th and 9th December, 2015. The Central Executive Committee Meeting will be held at 1700 hrs on 7th December, 2015 at Tirupati.

The first thing to do is to get the train tickets reserved for the delegates  for both the onward and return journeys. Reception Committee is arranging accommodation for two nights of 8th and 9th December. For the CEC members and those coming from far off places accommodation will be arranged for the 7th night also. Circle/District Secretaries should take the responsibility to intimate Reception Committee about the number of delegates with specific mention of lady delegates,if any, and the arrival/departure details.
