Acknowledgement to be issued on receipt of Life certificate

Office Memorandum

Subject:-Modification in the format of Life Certificate —Issue of Acknowledgement to Pensioners.

Attention is invited to this office OM No.CPAO/Tech/Simplification/2012-13/325 dated-18.02.2013 directing the banks to allow pensioners/family pensioners to submit the life certificates as well as other certificates to any branch of the bank through which their pension are being disbursed. In this context, several instances of stoppage of payment of pensions have been reported citing non-receipt of life certificate even though the pensioners had submitted their life certificates to the bank, due to misplacement of the life certificate at the bank branches concerned. Instances of some pension paying banks not accepting life certificates given to them by pensioners and directing pensioners to submit the life certificate to CPPC have also been reported causing great inconvenience to pensioners, which results- in either stoppage of payment of pension or delay in payment of pension.

In this context, to alleviate the hardship faced by the pensioners, RBI has also instructed all the Agency Banks handling government pension payment, vide Notification No.RBI/2014-15/ 587 DGBA. GAD No. H-5013/ 45.01.001/2014-15 dated-07.05.2015 that on receipt of life certificate submitted in physical form, banks to issue duly signed acknowledgement to the pensioners and to enter the same in their CBS immediately and issue a system generated receipt to serve the twin purpose of acknowledgement to the pensioners as well as real- time updation of records.

To facilitate the bank authorities, CPAO has prescribed a modified format of life certificate providing therewith acknowledgement of the receipt of the life certificate vide Correction Slip No.24 to the Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Banks. The acknowledgement is a part of the format of Life Certificate, which can be detached and given to the pensioner by the receiving bank. The Chairmen/Chief Executive Directors of Authorised Banks are requested to ensure that their paying branches follow the above instructions scrupulously without fail.

Central Govt. Employees Organise Dharna on 19 November 2015

The National Joint Council of Action of Central Govt.  Employees has decided to organise massive demonstrations in front of all offices/ work places on 19 November 2015 protesting against undue delay in submission of VII CPC report. Day long Dharna will be organised at Jantar Mantar on the same day. Workers will attend offices wearing  Black Badges.

2nd TRIENNIAL ALL INDIA CONFERENCE AT TIRUPATI ON 2-3,FEBRUARY,2016.

The Reception Committee for the 2nd triennial All India Conference has intimated that the venue of the conference and accommodation are booked for 2-3, February, 2015. Accordingly the All India Conference is re-sehduled to be held on February 2-3, 2016. The Central Executive Committee meeting will be held at 4PM on 1st February,2016.

CHQ office bearers and Circle/District Secretaries are requested to rearrange the journeys accordingly.

Reception Committee has arranged common accommodation. Those who require separate accommodation, particularly for families, rooms are available at affordable rates at Tirupati/Tirumala Devasthanam. Details are available at their website, tirumala.org

FOUNDATION DAY CELEBRATION REPORTS CONTINUE.

Thiruvananthapuram: Com.G.Raveendran Nair, Assistant Circle Secretary hoisted the flag and presided over the meeting held at P&T House. Com.R.R.Warrier, ACS delivered the key note address. Varanasi : A well attended meeting was addressed by Com.R.S.Vishwakarma among others. Some of the comrades presented entertaintment programs.Sweets were distributed to all the participants.

6th Foundation Anniversary of AIBDPA on 21st October 2015

21st October 2015 is the 6th Foundation Anniversary of All India BSNL DOT Pensioners Association (AIBDPA), the vanguard Pensioners’ Association of the retired BSNL and DOT employees. It was formed on 21st October 2009  in the National Convention held at Garhwal Bhawan, New Delhi. The decision was taken to form the Association well in advance after thorough discussion at various levels so that the organisation is formed in a very democratic manner.

The National Convention was inaugurated by Comrade M.K.Pandhe, President of CITU and veteran leader of  the working class. It was addressed by Comrade S.K.Vyas, Secretary General of National Co-Ordination Committee of  Pensioners’ Association (NCCPA), which is the prime association of the Central government pensioners.

The background preparations and the need for such an organisation was explained in his key note address by Com. V.A.N.Nambodiri, General Secretary, BSNLEU, who took the major initiative for calling the convention. The Constitution of the association was presented and explained by Com. P.V.Chandrasekharan, veteran P and T Union leader. After detailed and thorough discussion by the hundreds of delegates present, the All India BSNL DOT Pensioners Association was born. Office-bearers were elected with Coms. V.A.N.Namboodiri (Advisor), P.V.Chandrasekharan (Patron), A.K.Bhattacharjee (President), K.G.Jayaraj (General Secretary) and M.L.Tiwari (Treasurer).

During the last 6 years of its existence, AIBDPA has grown and is now the biggest and most militant organisation of the BSNL and DOT Pensioners. It has got units almost everywhere in India and has a large membership and active leaders. It has organised many agitations on the demands of the Pensioners and had been part of the agitations of the BSNL employees.

AIBDPA is affiliated to the Trade Union International (Pensioners and Retirees), the international organisation of pensioners which is part of World Federation of Trade Unions (WFTU) and Com. V.A.N.Namboodiri, is a Member of its Technical Committee. AIBDPA is also affiliated to the NCCPA, the Co-ordination Committee of the Central Pensioners Associations. Com.V.A.N.Namboodiri is its Patron since inception and Com.K.G.Jayaraj is its Organizing Secretary.

AIBDPA has organised many militant struggles and campaigns on the issues of the Pensioners, including Parliament Marches, Sanchar Bhawan March,Hunger strike,Conventions, dharnas, demonstrations etc. several times.

Its first Triennial Conference was held at Kannur (Kerala) in February,2013 and the second triennial AIC is to be held by February 2016 at Tirupathi in A.P., for which full preparations are going on.

The six years  existence of AIBDPA has been fruitful and it has served the interests of the Pensioners as well as workers. It will continue to do so.

On this 6th Foundation Anniversary of AIBDPA, our Best Wishes and Greetings to all the BSNL DOT Pensioners, Friends and Comrades!

 

500 Unions call for Strike in Greece against Austerity measures by the Government

500 trade union organizations call for Demonstrations on October 22 and General Strike on November 12. Rallies of PAME will take place in dozens of Greek cities on Thursday, October 22, 2015 against the new wave of attack coming from the coalition Government of SYRIZA – ANEL. Against the abolition of the social character of Social Security, the extreme taxation to the people, the increase of the retirement age, the layoffs, the privatizations, etc. At the same time the forces of the class trade unions prepare a Strike Response on November 12. Till now 500 trade unions, students, self employed, women, and small farmers’ associations have joined the call of PAME. Rallies have been announced.
