WFTU WORKING WOMEN CONGRESS IN PEROVILIA,CY

The WFTU World Working Women Congress in Pervolia Larnaca, hosted by PEO-Cyprus started with great success. In the first day the General Secretary of WFTU, George Mavrikos and the General Secretary of PEO, Pambis Kyritsis adressed the Congress. In the congress are present women delegates from 27 countries of the world and 45 unions, affiliates of the WFTU. The main intervention of the Congress was presented, on behalf of WFTU, by Nyameka Macanda, NEHAWU -S. Africa 2nd Deputy President.

In the evening, PEO organized a great rally in the streets of Larnaca, participating all the international delegations and a political-cultural event with traditional music. In the event addressed a greeting the WFTU General Secretary, PEO General Secretary and Paola Palmieri from USB-Italy, on behalf of the International Delegations.

WFTU SOLIDRITY TO THE STRUGGLES OF TEACHERS OF PUERTO RICO FMPR.

Dear Colleagues,

The Secretariat of the World Federation of Teachers Union was informed about the serious problems that you face in your homeland.

It is true that in many countries they are attempting to close down schools, like in your country, too, where 300 schools are closing down, they seek to privatize public education, a punitive evaluation system is being imposed, wages of teachers are getting reduced and generally labor rights are being taken away. At the same time the content of education does not meet the modern needs of education.

These measures are adopted by governments that serve the needs of multinationals and they steadily work to assure the profits and the interests of the capital. FISE, member of the World Federation of Trade Unions, WFTU, fights for the rights of teachers and for the access to free contemporary education for all children of the working class and the grassroots classes worldwide.

It supports the struggles of the Federation of Teachers in Puerto Rico and of all trade unions fighting for the abolition of exploitation of man by man.

UP(W) CIRCLE CONFERENCE HELD SUCCESSFULLY AT ALIGARH.

Com.V.A.N.Namboodiri inaugurated the UP(West) Circle Conference held at Mahajan Palace, Aligarh on 1st November,2015. Com.K.G.Jayaraj, General Secretary, Com.Sukhvinder Singh, All India Org.Secretary, BSNLEU, Com.M.K.Yadav, Circle President, SNEA, Com.Nabi Ahmad, District Secretary, BSNLEU, Aliigarh addressed the open session. Com.Uttam Chand Sharma, Circle President presided. Com.Abdul Rasheed, Circle Secretary welcomed the gathering.

In the subject session, Com.Abdul Rasheed, Circle Secretary and Com.R.V.Singh, Treasurer submitted the biennial report and accounts respectively and was adopted after discussion.12 comrades participated in the organisational discussion that followed and Com.K.G.Jayaraj, General Secretary replied.

“E-Sahyog” Pilot Project of The Income-Tax Department to Facilitate Taxpayers

The Union Finance Minister Shri Arun Jaitley Launches The “E-Sahyog” Pilot Project of The Income-Tax Department to Facilitate Taxpayers

The Income-tax Department is committed to the ‘Digital India’ initiative of the Government of India. The Finance Minister Shri Arun Jaitley launched here today an “e-Sahyog” pilot project which furthers the Department’s commitment to work in an e-environment and reduces the need for the taxpayer to physically appear before tax authorities.

The “e-Sahyog” project launched on a pilot basis is aimed at reducing compliance cost, especially for small taxpayers. The objective of “e-Sahyog” is to provide an online mechanism to resolve mismatches in Income-tax returns of those assesses whose returns have been selected for scrutiny, without visiting the Income Tax Office. Under this initiative the Department will provide an end to end e-service using SMS, e-mails to inform the tax assesses of the mismatch. The taxpayers will simply need to visit the e-filing portal and log in with their user-ID and password to view mismatch related information and submit online response on the issue. The responses submitted online by the taxpayers will be processed and if the response and other information are found satisfactory as per automated closure rules, the issue will be treated as closed. The taxpayers can check the updated status by logging in to the e-filing portal.

The Finance Minister Shri Arun Jaitley also inaugurated a drive to provide public service at peoples’ door step byholding “special PAN camps in remote areas”. Under this campaign, special PAN camps are being held over two days at forty- three remote, semi urban and rural locations across India in the first instance to facilitate obtaining of PAN card by persons residing in such areas. The Finance Minister interacted with applicants and officials at seven of these camps through a video conference. More such camps will be held through the year. The camps will ease the burden of compliance for persons residing in remote, semi urban and rural areas who wish to enter into transactions of purchase or sale above rupees one lakh and will be required to quote PAN as announced by the Finance Minister in his Budget Speech 2015-16.

On this occasion, the Finance Minister stated that the objective of the Income Tax Department is to make life as easy as possible for the assesses and difficult only for those who consciously evade taxes. These digital initiatives will help in creating a positive environment.

These initiatives of the Department are expected to significantly reduce the burden of compliance on taxpayers and enhance the taxpayers’ satisfaction.

MSS Rao, Kerala CGM shifted – Congratulations!

The SLP filed by BSNL challenging the Ernakulam HC order allowing  Sri MSS Rao to continue as CGM,Kerala is allowed by the Hon Supreme Court on today,30th October,2015.  Since Sri L. Anantharaman was already joined as CGM, Kerala on 23.09.2015, BSNL approached the Hon SC by filing the SLP. BSNL pleaded that Mr Rao is in the Agreed list and he cannot be continued as CGM which is a sensitive post. More than that industrial unrest is going on in the Circle which he could not resolve as CGM.  BSNL informed the Hon SC that Sri M S S Rao who is under compulsory wait will be posted as Principal, RTTC, Trivandrum and will ensure that it is not a lower post. This proposal is accepted by the Hon Supreme Court.

 

WFTU Representative at the United Nations Headquarters in New York participated and addressed the 70th General Assembly of the UN

 

WFTU Representative at the United Nations Headquarters in New York, Frank Goldsmith who is member of leadership of TUI of P&R, participated and addressed the 70th General Assembly of the UN marking the 70 years since its foundation which discussed the “Sustainable Development Goals” of the UN until 2030. WFTU Representatives amongst others addressed the Committee with the following words:

“The WFTU shares its own 70th anniversary with the United Nations.   We were there in 1945 ready to embark on a new world of peace with people and workers rights.  We believed then as now there can be no peace without justice and no justice without respect for the rights of workers and their unions. The United Nations as an organization had and still has the unique mission and international mandate to do what all of its predecessors attempted to accomplish.”

And continued: “As an organization of trade unions from all 5 continents we understand, first-hand, the reasons for these economic and social problems which therefore makes it possible to tackle them.  We do recommend that ECOSOC and the UN as a whole be instructed by the  United Nations’  Charter of 1945 and the 1948 Declaration of Human Rights to be the guide posts to accomplish, in whole or, in part, these “Sustainable Development Goals”.

The economic and financial crisis since 2008/09 still has many parts of the world in dire straits.  The “Haves” who created this crisis are still doing well, some even better that before; and the “Have Nots” who are being asked to pay for this crisis and are doing, in too many cases, worse than ever. This makes this General Assembly mandate all the more important.”

“We must understand that there are ACUTE and CHRONIC areas.  And, then there are ACUTELY CHRONIC Areas. For example, the barbaric crisis of refugees going from Syria and other Middle Eastern Countries to Europe is an acute problem.

Also, the ongoing humanitarian crisis in Gaza/Palestine is both acute and chronic.  Each November Palestine is remembered but the UN must do a lot more.  The Second Committee has a special mission which must become praxis:  “Permanent sovereignty of the Palestinian people in the occupation of the Palestine Territory including East Jerusalem and of the Arab population in the occupied Syrian Golan over their natural resources.” [Item 64]. This is a dynamic period that requires the greatest creativity, understanding and militancy.

The United Nations must do a lot more and focus in Peace and Justice worldwide, Women and Youth Equality, Dignified Work, End to poverty in all forms, end to Hunger, Access to Clean Water and Sanitation for all, Protection of the Environment

Bangladesh BTUC organized workers rally against new anti-labour policy

Bangladesh Trade Union Centre (BTUC) organized a workers rally against the anti-workers policy of the Labour Law & Labour rules which has been enacted in the new labour policy & rules. This anti workers rules & law is antagonistic to ILO Convention 87 & 98. These will practically shattered the workers to Unionize the workers, so that workers cannot unite & achieve the workers demands. These anti workers laws will protect the employers to exploited the workers  ruthlessly.

Do’s and Dont’s for Central Government Pensioners

 

DOs
1. A copy of every communication regarding pension is required to be endorsed to the pensioner by each node of pension delivery. Please ensure that your full contact postal address (preferably with PIN code) is always updated. Promptly intimate any changes of address to: –

a. Your Bank Branch

b. The Head of Office and the PAO in the Ministry from where you retired;

c. Central Pension Accounting Office

2. There should be proper nomination for pension account. Please retain the acknowledgement received from the bank carefully. It is advisable to open a joint account with your spouse if you are pensioners so that she/he does not hardship later.

3. Please direct your bank branch with proof establishing your Identity for first appearance at Paying Branch alongwith the copy of the special seal authority.

4. CPAO has sent two halves of PPO – the pensioner’s and the Bank’s. Your half of the PPO is to be handed over to you by your Bank branch when they call you for verification. Your signature will be obtained on their half for their record.

5. Please produce proper and acceptable evidence of eligible savings from time to time for the purpose of Income Tax calculation by the Bank.

6. Please collect Certificate of Income from pension from bank at the close of financial year, even if income tax is not deducted from the pension. Please collect form-16- income tax was deducted.

7. Please furnish Life Certificate early in the month of November every year.

8. A pensioner who produces a life certificate in the prescribed form in Annexure -XVII signed by any person specified hereunder, however, is exempted from personal appearance- :-

(i). A person exercising the powers of a Magistrate under the Criminal Procedure code;

(ii). A Registrar or Sub-Registrar appointed under Indian Registration Act;

(iii). A Gazetted Government servant;

(iv). A Police Officer not below the rank of Sub-Inspector in -charge of a Police Station; Offices;

(vi). A Class-I officer of the Reserve Bank of India, an officer (including Grade II officer) of the State Bank of India or of its subsidiary;

(vii). A pensioned Officer who, before retirement, exercised the powers of a magistrate;

(viii). A Justice of Peace;

(ix). A Block Development Officer, Munsif, Tehsildar or Naib Tehsildar;

(x). A Head of Village Panchayat, Gram Panchayat, Gaon Panchayat or an Executive Committee of a Village;

(xi). A Member of Parliament, of State legislatures or of legislatures of Union Territory Governments /Administrations.

(xii). Treasury Officer.

In the case of a pensioner drawing his pension through a Public Sector Bank the life certificate may be signed by an officer of a Public Sector Bank. In the case of a pensioner residing abroad and drawing his pension through any other bank included in the Second Schedule to the Reserve Bank of India Act, 1934, the life certificate may be signed by an officer of the Bank, A pensioner get exemption from personal appearance subject to production of Life Certificate signed by the above mentioned officer of the bank.

A pensioner not resident in India in respect of whom his duly authorized agent produces a life certificate signed by a Magistrate, a Notary, a Banker or a Diplomatic Representative of India is exempted from special appearance.

9. Non-employment Certificate/Re-employment Certificate should also be furnished every year in the month of November/May & November in case of retired Group ‘A’ officer.

10. Please apply in a prescribed proforma to the paying branch for restoration of commuted portion of pension on completing 14 years and 11 months in case your bank does not have a CPPC.

11. Please provide the Pensioner’s half of the PPO to your paying Bank Branch in the case of revision of pension for entry of enhanced pension with break up in this half.

12. Please ask for a due and drawn statement from your bank branch in case you have received any arrears in a lump sum.

13. Please ask for a pension slip with break up of in case of any doubt from bank branch

14. If Pensioner’s half is lost, worn or torn, a written request is to be immediately made to your paying Bank branch alongwith Pensioner’s half of PPO (if available).

15. Please keep all your Pension related documents including Pensioner’s half of PPO, safely, as these are important documents.

16. For any clarification on pension payments, contact your bank branch grievance officer of the Bank or CPAO Toll Free /Call Centre 1800 11 7788.

DON’Ts

1. Do not delay in submitting the Pension Papers before retirement as it ultimately effects the time schedule to be followed by the various offices as under: –

(i). Pay & Accounts Officer issuing PPO – Despatch of PPO by PAO to the CPAO on the last working day of the month preceding the month of retirement

(ii). Central Pension Accounting Office (CPAO) – Despatch of PPO by CPAO to Link Branch of PSB by 20th of the month of retirement

(iii). Link Branch – Despatch of PPO by Link Branch to paying branch by 23rd of the month of retirement.

(iv). Paying Branch – Paying Branch will complete all formalities and ensure that the pension has been credited to the pensioner’s account on the last date of the month.

2. Please do not provide address and contact number which is likely to change in immediate near future. Please update your address by informing your bank branch, PAO, CPAO and DDO of the ministry you retired from.

3. In case you wish to change your bank or bank branch for pension disbursement, do not close your pension account unless new account is confirmed for pension disbursement.

4. Please do not fail to check whether you are receiving full pension/family pension authorized by the Govt. of India to you including is related pension with Dearness Relief if you are aged 80 and above.

5. Please do not forget that under the scheme of pension department through authorized banks, banks are required to pay pension to each pensioner by the last day of the month and the Govt. of India fully
