INDEFINITE STRIKE OF CENTRAL GOVT. EMPLOYEES POSTPONED TO JULY 11, 2016

Dear Sir
   Kindly refer to the NJCA letter dated 10th December 2015 conveying you the decision of the National Joint Council of Action to go on indefinite strike in  pursuance of the Charter of demands submitted there-with, if no settlement through bilateral discussions is brought about.
     I am also to invite your kind attention to the discussion the Empowered Committee of Secretaries chaired by you with Standing Committee of NC of JCM on 1st March 2016 where-in while summing up the discussions on the charter of demands you assured that a fair consideration would be given on all demands raised by the Staff Side. It was also stated by you that reasonable time should be given to the Government since the issues concern inter=departmental consultations.
    The NJCA in its meeting held on 7th March 2016 considered the request made by you. To give space for negotiated settlement on the charter of demands raised by the Staff Side it has been decided to defer the commencement of the indefinite strike to 11th July 2016 and to serve the strike notice on 9th June 2016, if the desired settlement through bilateral discussions is not brought about.
            It is requested that in the intervening period the Government may hold meaningful negotiation with the Staff Side, JCM so that a settlement could be reached on the Charter of demands raised by the staff side, in the interest of industrial harmony.

WFTU -The Presidential Council Meeting Concluded

The Annual Presidential Council meeting in Hanoi, Vietnam concluded on March 6th in militant and enthusiast spirit. The topics discussed were the preparations of the 17th World Trade Union Congress in Durban, South Africa. In the Presidential Council took part a large delegation of COSATU-S.Africa headed by its President Sidumo Dlamini.

8th March 2016: “Recognize Motherhood! Universalize maternity benefit to all women workers”

On the occasion of the International Day of Working Women, the World Federation of Trade Unions honors the heroic struggles of the working women’s movement historically, salutes the working women and the militant women trade unionists worldwide and expresses its solidarity to their everyday struggles for the improvement of their living and working conditions.

The Secretariat of the WFTU, based on the recommendation of the International Conference of Working Women held in Cyprus on 1-2 November 2015, wants to take the opportunity to once more highlight an issue that seriously concerns the contemporary working women and the young couples, a social issue that reveals in all its extent the rottenness of the policies implemented in the capitalist world: The violation of the rights of maternity protection for the women of the working class. A right that must be defended by both the female and male workers in their struggle against the exploitation of human by human though the class-oriented trade union organizations.

The WFTU defends the right to maternity protection and demands the “Recognition of Motherhood, to universalize maternity benefit to all working women”.

Specifically we demand:

  • Adequate pre and post-natal paid maternity leave. Banning of the dismissals of pregnant women. Parental leave with full healthcare and insurance. Banning of night-shifts and hazardous work for the women before and after giving birth.
  • Decisive confronting of the unemployment rates through a development path that make use of the natural wealth-producing resources, the land and the industries to satisfy the needs of the peoples and not the profiting of the monopolies.
  • Free, public and qualitative Healthcare System that will take care of all the people of all the ages in any of their needs; vaccinations, regular HIV tests, proper medication for all the occasions.
  • Free, public and qualitative Education System from the kindergarten to the university. An educational process that would make sure that people receive general knowledge and specialized education, to grow up and become an integrated personality utilizing fully its capabilities for the benefit of the society.
  • Full-time, Stable job with dignified salaries. 7hours a day, 5 days a week, 35 hours a week.
  • Real and sufficient house subsidy or loans without interest for the young couples.
  • A network of real free, public and qualitative services that will assist the family, the child, the elderly, the people with special needs, in order for the life of the woman to be improved. Free, public and qualitative kindergartens, old-homes, vacation facilities, restaurants at the working places.

 

The right to maternity protection for the women of the working class is not only a matter of struggle of the working women but the entire working class. Men and women workers must jointly struggle against inequality, gender discrimination and maternity protection.

THE SECRETARIAT

Organise massive dharna on 10th March demanding 78.2% IDA Pension Fixation.

The DOT and the central government is unnecessarily delaying grant of 78.2% IDA Pension fixation for pre-10-06-2013 and pre-2007 BSNL absorbed pensioners. The delay can not be justified at all. It is about three years since the 78.2% IDA was granted to the employees and to those retired after June 2013. But those retired before that date is yet to get the same.

The file is moving from desk to desk  in DOT without finalisation. Assurances are plenty that the file will be sent to Cabinet early, but every time some new problem or unnecessary question arises and the files continues to be in DOT.

This discrimination and injustice should end. The BSNL pensioners, retired before 10-06-2013 should be granted the 78.2% IDA merger and fixation.

AIBDPA has called for massive protest by Dharna on 10th March 2016 demanding 78.2% IDA Pension fixation. Participate in the programme fully by bringing all the pensioners to the dharna.

We shall fight! We shall win!  We shall not allow the government to cheat the pensioners of their hard earned right!

JOINT FORUM OF MOVEMENT OF ALL PENSIONERS ASSOCIATIONS HELD RALLY AT BURDWAN.

 Joint Forum of Movement of all Pensioners Associations of Central Govt. and State Govt.,AIBDPA, Bank,Civil Defence etc. of Burdwan District, West-Bengal conducted a street corner meeting at Curzon Gate, Burdwan on 04-03-2016 after a Rally from Burdwan Railway Station to Curzon Gate.. A Memorandum with 10 Points charter of demands adopted by the above Forum of West Bengal State Unit was submitted to the District Magistrate, Burdwan.The meeting presided over by Com. Kartick Chakraborty and Com, Sudhnashu karmakar, of Central Govt. Pensioners Association..
 
  Com. Shyama Pada Ray, District Secretary, AIBDPA, Burdwan District addressed  the meeting stating the promlems of Pensioners and anti- pensioners policy  of Central Govt.
 
    A good number of AIBDPA members participated in the Programme.

Sub: Deduction of Income Tax on withdrawal of P.F. 60%

 

We are deeply shocked to learn about imposing of tax on withdrawal of P.F.(Provident Fund) which is our hard earn money which used to be utilized in all emergencies for medical, educational, building of house, marriage of daughters etc.

Imposition of tax on that had created all round agitation among govt. employees.

On behalf of National Councii/JCM it is very humbly requested that this tax proposal should be withdrawn immediately to stop the mental agony of government employees.

 

I hope Central Govt. will not give any chance of serious agitation on this issue and will not disturb industrial peace as a whole.

Opening of the Presidential Council Session

Welcoming Speech by the WFTU General Secretary, George Mavrikos

Dear comrade Dang Ngoc Tung, President of VGCL Vietnam,

Dear comrades members of the Executive Committee of VGCL Vietnam,

Dear comrades brothers and sisters,

I am also happy to welcome you to the Session of the Presidential Council which is taking place in Hanoi, Vietnam. A Session which has been exceptionally prepared by the leadership and the cadres of VGCL.

Allow me at this point, on behalf of the WFTU entire leadership to express our cordial thanks to the VGCL leadership and cadres of the International Department for the excellent preparation of the WFTU 2016 presidential council and total program. The daily communication with the WFTU Head Office, the cooperation with the Vietnam Embassies and Consulates abroad have lead us to today’s successful meeting.

I cease the opportunity to express our thanks to the VGCL for its stable support annually, in all aspects, morally, financially by paying their fees in annual basis and materially.

With this Session, here from Vietnam, we officially start our journey towards the 17th World Trade Union Congress which will take place in South Africa. Joining us in this PC Session is a large delegation from COSATU to present to us the preparations they have made so far for the organizing of the Congress. The proposed dates for the Congress are 5-8 October 2016.

The journey of the 17th World Trade Union Congress begins here from the historical ground of Vietnam, were thousands of determined people fought against imperialism, sacrificing their lives for the better future of humanity. We honor the great leader of the Vietnamese people, Ho Chi Minh and his comrades in the Communist Party of Vietnam who layed the ground for an independent, autonomous, socialist state. The foundation of the Socialist Democracy of Vietnam 70 years ago with the defeat of fascism and Nazism had a great historic importance and opened a new era of anti-colonial and anti-imperialist victorious struggles. To the people who struggled in Asia, in Africa, in Latin America, to the people who shed their blood for freedom and national liberation, the WFTU extended full solidarity and stood on their side every minute of this struggle. From country to country, from struggle to struggle, there are hundreds of pages of books and historical references demonstrating how the internationalist solidarity took shape, strengthened the struggle in national level, put pressure on the International Organizations and the Governments, exposed the plots of imperialism and organized the international movement of solidarity with the people and the workers in struggle achievement of their objectives.

During 2015, with the glorious celebration of the WFTU’s 70th Anniversary we brought to light some of these moments, we commemorated known heroes of our class and we celebrated WFTU’s proud history in activities and ceremonies around the world.

Based on this historic truth we continue to struggle today knowing well that the organized, class-oriented, determined struggles of the working class in alliance with the other oppressed social strata, can and will have positive results. The weaknesses, the delays, the obstacles put in our path by life, by the monopolies, by the capitalist governments and their mechanisms are incapable of forever blocking the power of the working class. The power of those who produce and build everything in the world but still spend live with so many hardships, deprivations, wars, poverty and refugeeism. We continue our course: “Forward! For the satisfaction of the contemporary needs of the working people against poverty and war generated by the capitalist barbarity”. We are following the achievements of the Vietnamese people in the field of economic development and in everyday life and we recognize the important and irreplaceable role of VGCL in these developments. The contribution of the Vietnamese Trade Unions is highly important in national as well as international level. Though the large family of the WFTU and with its important internationalist contribution, VGCL has achieved prestige and international recognition from militants around the world who respect its protagonist role.

Besides the historic bonds between the WFTU and VGCL forged in decades of common struggles, our modern joint action brings us closer to our mutual objectives for the benefit of the Vietnamese people, for the benefit of the workers in Asia-Pacific region and internationally. In the previous decades the Socialist Democracy of Vietnam made great steps of progress in the field of economy, culture, for the improvement of the livelihood and the cultural level of its people. We are following closely this course of progress and we wish that it will continue to improve the daily life of the ordinary people. In this course the WFTU is steadfastly on the side of our comrades in Vietnam.

I wish all success to the works of the Presidential Council Session. We will discuss many and important topics as we always do with full freedom of speech, democracy, collectivism and responsibility.

Once again, we thank you for the warm hospitality and all efforts for a successful Presidential Council meeting.
