Meeting with Secretary DoT

Com.V.A.N.Namboodiri Advisor AIBDPA today met Shri J.S. Deepak Secretary DOT and conveyed thanks for his initiative on the issue of 78.2% IDA Pension fixation for pre- 2013 pensioners and also for getting the 60: 40 ratio for payment of pension dropped.
Com.Namboodiri also requested to issue the orders at the earliest for Pension Revision of BSNL Retirees based on the cabinet decision.
He met Director (Estt) DOT Shri Prachish Khanna also who took much interest on the case.

NJCA STRIKE FROM JULY 11,2016-CONFEDERATION CIRCULAR DATED 06-07-2016

The National Joint Council of Action (NJCA) met at the Staff Side office, JCM, New Delhi today at 11:30 AM as scheduled. During the discussions, the Convener received an invitation from the Honourable Home Minister, Shri Rajnath Singh. The following members of the NJCA met the Home Minister in a delegation.

The issues in the Charter of demands were discussed with special reference to the 7th CPC related demands. The delegation brought to the notice of the Honourable Home Minister that the NJCA has not received a communication from the Government over the assurances held out on 30th June, 2016, when the NJCA delegation met the Honourable Home Minister, Finance Minister and the Railway Ministers. On 30th June 2016, the Government had assured to refer the revision of Minimum wage and fitment formula to a Committee. The Finance Minister has also clarified that the Government has taken the decision to implement the recommendation of the 7th CPC to bring about parity between the past and present pensioners. They added that such a communication in confirmation of the assurances will enable them to take a decision over the strike action which is to commence from 11th July, 2016.

The Honourable Home Minister assured the delegation that the Government will honour the assurances held out to the NJCA leaders on 30th June, 2016 and accordingly the Honourable Finance Minister, Shri Arun Jaitly will issue a Press Statement today, with copy to NJCA.

After receipt of the copy of the Press Communique issued by the Honourable Finance Minister, the NJCA will take a final decision.

KOZHIKODE DISTRICT BRANCH PAYS RICH TRIBUTES TO COM.M.P.KUNHANANDAN.

Com.M.P.Kunhanandan, former Treasurer, AIBDPA who passed away on 14-06-2016 was a native of Kozhikode and had been an active presence in the trade union, political,social and cultural functions at Kozhikode. His colleagues and comrades are yet to recover from the shock and they wanted to pay their love and respectful homage to their departed dear leader. So they converted the usual monthly meeting of AIBDPA on Wednesday which fell on 06-07-2016 as the condolence meeting.

Com.K.Prabhakaran presided over the meeting. Com.P.Kunhiraman delivered the memorial address.. Coms. Balan Punnassery, K.R.Sivadas, K.Sarojini, P.C.Raghavan Nair, P.T.Velayudhan, K.Vijayan and V.M.Sankaranarayanan spoke. Com.K.G.Sanjeevan welcomed and Com.M.K.Prabhakaran thanked. 

BSNL PENSIONERS CELEBRATE THE GREAT ACHIEVEMENT.

CENTRAL GOVERNMENT HAS ATLAST APPROVED 78.2% IDA MERGER TO THOSE BSNL PENSIONERS RETIRED BEFORE 10-06-2013. MORE IMPORTANTLY THE GOVERNMENT HAS ALSO APPROVED THE PROPOSAL TO WAIVE THE 60.40 CONDITION ENSURING 100% LIABILITY OF PENSION AND PENSIONARY BENEFITS OF ABSORBED BSNL PENSIONERS BY THE CENTRAL GOVERNMENT.

Cabinet approves Revision of pension of BSNL Pensioners Removing Anomalies
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the revision of pension of BSNL pensioners and family pensioners, who retired prior to 10.06.2013 by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension, effectively amounting to 78.2% DA/DR for the purpose of fitment, and (ii) Modifying the liability of BSNL towards the payment of pensionary benefits to the retired employees.The pension of BSNL pensioners/family pensioners, who retired prior to 10.06.2013 has been revised w.e.f. 01.01.2007 notionally with actual benefit w.e.f. 10.06.2013, by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension, effectively amounting to 78.2% DA/DR for the purpose of fitment at par with the serving employees of BSNL. However, increase in the amount of DCRG, leave encashment and commutation of pension in respect of these pensioners shall not be increased on this account.The pension liability in respect of employees of Department of Telecommunications (DOT) / Department of Telecom Services (DTS) / Department of Telecom Operations (DTO) who retired prior to 01.10.2000 is solely borne by Government of India and the BSNL will have no liability in respect of these employees. In respect of employees who are absorbed in BSNL, the liability on account of pensionary benefits shall be fully borne by Government while BSNL will continue to discharge pension liability by way of pension contribution in accordance with FR-116 for the period they so work/worked.The revision entails an estimated recurring annual expenditure of approximately Rs 129.63 crore for pensioners and Rs 24.93 crore for family pensioners and arrears from 2013-14 would be Rs 239.92 crore approximately for pensioners and Rs 44.62 Crore approximately for family pensioners. Approximately118500 pensioners all over India will be benefitted by this revision.This revision will fulfill the long pending demand of revision of pension of BSNL absorbed employees who retired prior to 10.06.2013 and will bring the pensioners at par with the serving employees of BSNL by removing the anomalies. It will help in reducing the financial burden of BSNL and removing prospects of industrial unrest in BSNL while fulfilling the commitment of Government.
Background: The decision of the Cabinet has come in the wake of an anomalous situation created in the difference of pension formula among the BSNL retirees who retired before and after 10.06.2013. Further, the decision regarding pensionary liability is on persistent demand from various quarters and a series of deliberations at different  levels to fulfill the assurance given by the Government before corporatization i.e. before formation of BSNL.

National Convention of Central Public Sector trade unions held at Hydrabad resolves to make the 2nd September General Strike a historic success

A national convention of the Central Public Sector trade unions was held at Gandhi Bhavan, Hydrabad today. The main agenda before the convention was to make the 2nd September General Strike a success. 450 delegates, representing various public sector undertakings, participated in the convention. Veteran trade union leader and the President of the INTUC, com. Sanjeeva Reddy inaugurated the convention. Senior leaders like com. Tapan Sen, MP, GS, CITU, com. H.Mahadevan, Working President, AITUC, com. Swadesh Dev Roye, Secretary, CITU and com.Shanmugam, GS, LPF addressed the Convention. The draft declaration introduced by com. Tapan Sen, was unanimously adopted by the convention. Com.P.Abhimanyu, GS, Com.J.Sampathrao, CS, Andhra Pradesh circle & AGS and com. P. Asokababu, Vice-president(CHQ)  represented BSNLEU in the Convention. Totally 27 delegates participated in the deliberations. On behalf of BSNLEU, com. P. Abhimanyu, GS, addressed the convention. He exposed the pro-corporate and anti-worker Neo Liberal policy being implemented by the BJP government and assured to make the 2nd September General Strike successful in BSNL. The Convention unanimously resolved that, the widest possible campaign should be conducted to make the General Strike a historic succes

Prepare for serious struggle against closure / strategic sale of BSNL

It is reported in Hindu that BSNL, Air India etc. are recommended to be closed / strategically sold by NITI Ayog (former Planning Commission) along with many other loss making PSUs. It is also reported that the government may not accept the recommendation in the case of BSNL immediately, since the government fear stff opposition from its 2.5 lakh employees. ITI is already in the list. It is also reported that the government will start with ‘low hanging fruit’ and later proceed with the big catch.

The intention of the government is very clear. It wants to handover the most profitable telecom sector completely to the private, including BSNL. VSNL is already sold. BSNL seems to be the next target, since Delhi based MTNL, may be the last target because of its being in the capital of the country with all government offices, including that of President, Prime Minister, Defence establishments etc.

Its inability to impose VRS and disinvesment in BSNL earlier, due to strong protest and agitation from the workforce, only is keeping the government from privatising/closing BSNL. Any weakening of the Forum / united movement of the workers will be utilised by the government to implement its dark agenda. The workers can not be caught unawares.

Government should publish Recommendations of NITI Ayog on PSUs

 

The central government has received the report of the NITI Ayog days back, which recommended closure/privatisation of many central PSUs. It can not be treated as a confidential document and needs to be made open to the public.

Public Sector Units in the country have been formed for the improvement of insfrastructure, manufacturing etc. Any change or important modification on these PSUs should be known to the public and the stakeholders including the workers of these PSUs. It should be discussed with the unions/associations before any decision is taken by the government.
